About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is requesting quotes for construction, reclamation, and plugging of two orphaned oil and natural gas wells in Pleasants County under ARFQ DEP27-03, with sealed bids due August 14, 2026 at 10:30 a.m. Eastern time and a mandatory in-person pre-bid meeting on August 4, 2026 at 1:00 p.m. at the Belmont City Building (218 Main Street, Belmont, WV 26134) — vendors who do not attend in person are subject to bid disqualification.
The scope covers permitting, well plugging, and wellsite reclamation for API wells 47-073-00350 and 47-073-00355. The project is federally funded through the Bipartisan Infrastructure Law and subject to Davis-Bacon prevailing wage requirements (rates to be provided prior to bid closing), Infrastructure Investment and Jobs Act Buy America requirements (domestically produced steel, aluminum, and glass unless approved waivers obtained), Endangered Species Act compliance, State Historic Preservation Office requirements, and a Nationwide Permit 33 for temporary construction in wetland areas. Contractors must obtain permits from the West Virginia Department of Oil and Gas, Department of Transportation (which may require a $50,000 bond), U.S. Army Corps of Engineers, and West Virginia Division of Natural Resources. Work must comply with plugging success criteria: no observable fluid leaks or detectable gas greater than 1 g/hr measured by an independent qualified specialist pre- and post-plugging; wells failing to achieve these standards require remedial work at the contractor's expense.
The contract term is one calendar year from the effective start date with renewal options of up to three successive one-year periods subject to mutual written consent and Department and Attorney General approval. Liquidated damages of $1,000 per working day apply for delays beyond the contract period, excluding winter shutdowns or Department-approved extensions.
Bid bonds equal to 5% of total bid amount are required; performance and labor/material payment bonds each equal to 100% of contract value are required upon award. Commercial general and automobile liability insurance with $2,000,000 per-occurrence limits and workers' compensation insurance per state law are mandatory. Weekly wage payments are required. Questions are due August 7, 2026 at 1:00 p.m. Eastern time. Bids must be submitted electronically through the wvOASIS Vendor Self Service portal.
