About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is requesting bids under IFB BD27-114 for wildlife habitat improvement through mechanical mastication of pinyon and juniper trees on approximately 663 acres near Koosharem, Utah, with bids due October 8, 2026. Participation is limited to prequalified contractors currently on the State of Utah's Pre-approved/Pre-qualified Vendor list; bidders not on this list are prohibited from submitting.

The scope requires mechanical removal and shredding of standing live and dead pinyon and juniper trees and saplings using wheeled or tracked mechanical mulching/shredder equipment. Work is scheduled between October 15, 2026, and April 1, 2027, with a project performance period of 168 days. The vendor must guarantee pricing through project completion.

No mandatory site visit will be held prior to bidding. The source strongly recommends that potential bidders conduct their own site inspection to assess general and local conditions affecting contract costs; failure to inspect does not constitute grounds for claims after award.

A single contract award is anticipated to the lowest cost responsive and responsible vendor. The State of Utah evaluates contractor performance using a weighted system across three categories: Quality of Product or Service (8x weight), Timeliness of Performance (8x weight), and Contract Management (4x weight), with scores from 1 to 5 and a total possible rating of 100 points. Contractors must maintain a minimum average performance score of 60 to remain on the Rangeland Pre-Qualification list; those falling below this threshold are removed for their specific treatment and acreage category and all larger acreages within that category.

No contract value, incumbent contractor, or specific evaluation weighting for this IFB solicitation is stated in the source materials.
