About this opportunity
The State of Utah Division of Purchasing, on behalf of the Wildlife Resources agency, is conducting an Invitation for Bid (IFB) to procure fencing removal, material handling, and reconstruction services at two Wildlife Management Areas in Daggett County. The procurement requires the removal and on-site stacking of 7,320 feet of wooden post, top rail, and barbed wire fencing at Trail Creek WMA and 680 feet of barbed wire/mesh and T-post fencing at Cook WMA, followed by reconstruction of all 8,000 linear feet using welded drill pipe and succor rod at both locations. The contractor must also remove and reweld four existing gates (three at Trail Creek WMA and one at Cook WMA) onto the new fence lines. The project must be completed between March 15, 2026 and June 30, 2026 (108 calendar days), with bids due on March 16, 2026. Required qualifications include a minimum four-person crew with competent, fully-qualified operators capable of managing hydraulic post pounding equipment and welding operations. The contractor must furnish all labor, equipment, supervision, transportation, materials, and operating supplies, including drill pipe posts, top rail, succor rod, metal clips, expansion joints, concrete, and welding supplies. Bidders are strongly encouraged to conduct independent site inspections at Trail Creek WMA (7 miles southwest of Dutch John at 7,000 feet elevation) and Cook WMA (8 miles west of Manila at 8,000 feet elevation), though no mandatory site visit will be held and failure to inspect does not constitute grounds for post-award claims. Bids must be submitted on a per-foot basis with per-foot and total bid prices including all mobilization and operational costs, with no fuel surcharges or adjustments permitted. Payment will be made in one lump sum upon project completion based on actual feet of fencing inspected and accepted by the government, measured using GPS/GIS technology. The contract will be awarded to the lowest cost responsive and responsible vendor based on price alone, with the vendor required to guarantee pricing for the entire contract duration.
The procurement documents provided do not specify any set-aside designations, disadvantaged enterprise restrictions, or limitations on the types of organizations eligible to respond. No incumbent vendors or current contractors are listed in the available materials. Similarly, no award value or budget range is disclosed in the posting or attached documents. The contractor bears full liability for any fires resulting from project activities that exceed immediate containment and suppression capabilities. Equipment must be free of fluid leaks and washed before entering and exiting state lands to prevent noxious weed spread. A pre-work conference will be held at the project site prior to work commencement to review specifications, construction schedules, and administrative provisions. Questions must be submitted in writing through SciQuest, with all questions and answers posted for review by all potential bidders. Contractors must maintain weekly records documenting work dates, distance completed, location, supervisor name, work quality percentage, and supervisor signature.
