About this opportunity

The Michigan Department of Technology, Management & Budget is soliciting quotations for 20,000 boiler certificate inspection labels with a due date of June 22, 2026. Only pre-qualified vendors are eligible to bid.

The scope requires fluorescent orange gummed labels measuring 3 inches by 2.5 inches with rounded corners, printed with black ink, wound on 3-inch cores at 2.5 inches wide with one label per row and perforation between labels. Finished product consists of rolls containing 200 labels each. Vendors must submit a detailed quote letter; failure to provide this documentation results in automatic disqualification. Digital prepress services including proof and preflight are included.

All bids must be submitted online with F.O.B. Destination pricing prepaid to the state's dock at 7461 Crowner Drive, Lansing, Michigan 48913. Late bids will not be accepted. Deliveries are accepted at the General Services Building dock between 8:00 a.m. and 3:30 p.m., Monday through Friday, excluding standard holidays. Vendors must provide an electronic PDF file and proof for approval prior to production.

The department will award based on best value analysis rather on price alone, considering quality, past performance, and ability to meet all stated specifications and requirements. Lowest-priced bids may not receive award if quality concerns or requirement gaps exist.

Standard Michigan contract terms apply, including F.O.B. destination delivery with vendors bearing all packaging and freight costs, title and risk of loss until state acceptance, and final inspection within 30 calendar days of delivery. Payment for undisputed invoices is due within 45 calendar days of the later of invoice receipt or acceptance, processed through Electronic Funds Transfer via the Michigan SIGMA VSS system. Vendors must maintain comprehensive warranties and comply with Michigan prevailing wage requirements where applicable and nondiscrimination policies. Contact Kristin Bergan for inquiries regarding the bid request.
