About this file

This is a Terms and Conditions document issued by the State of Michigan's Print & Mail Management (PMM) division establishing operational requirements for vendors seeking to provide printing and mailing services to the state. The document outlines mandatory pre-qualification procedures, submission requirements, delivery specifications, and operational protocols. Vendors must be pre-qualified with PMM and registered with the State of Michigan, with the pre-qualification process requiring approximately one week. All bids must be submitted online and include all costs with freight to the state's dock located at 7461 Crowner Drive, Lansing, Michigan 48913, with bids requiring F.O.B. Destination pricing on a prepaid basis. Late bids will not be accepted. Deliveries are accepted at the General Services Building dock between 8:00 a.m. and 3:30 p.m., Monday through Friday, excluding standard holidays, and drivers must obtain an entry pass at the front office prior to dock access.

The document specifies detailed pallet and packaging requirements, including single-face hardwood pallets with specific dimensional constraints (44-48 inches in length, 36-48 inches in width, and maximum 5'6" in height with a 4,000-pound weight limit). All cartons must be labeled with commodity numbers, descriptions, purchase order numbers, and packaging quantities. The vendor's pricing policy prohibits underruns, with any overruns at the vendor's expense. For direct shipments to locations other than the state dock, vendors must submit signed packing slips to Andrew Hale via email at halea3@michigan.gov or fax at 517-636-7732 with notification of shipment and expected arrival time. Invoices should be submitted to DTMB-PrintingServices@michigan.gov and entered into the VSS system. All electronic copies of materials must be provided in source software format with all revisions, fonts, and images included, as well as in PDF format, with all materials becoming the property of the State of Michigan upon delivery.
