About this opportunity
The West Virginia Department of Transportation, through the Department of Administration Purchasing Division, is soliciting quotes on back-to-back U-channel sign support breakaway devices and replacement parts under CRFQ DOT2700000020, with quotes due October 22, 2026 at 1:30 p.m. and technical questions due October 14, 2026 at 10:00 a.m. This is an open-end master agreement with indefinite delivery structure allowing the state to order items as needed.
The procurement encompasses four line items totaling 400 units: 100 back-to-back U-channel sign support breakaway devices, 100 replacement bolt keeper plates, 100 replacement "C" brackets, and 100 replacement hardware units. All items carry UNSPSC code 55120000. Vendors must submit detailed product documentation, certification of compliance with applicable standards, and technical data sheets demonstrating material composition, dimensional tolerances, and performance criteria. Products must comply with relevant industry standards and regulatory requirements for highway breakaway device applications and pass specified testing requirements and quality assurance provisions.
Pricing shall be submitted on a unit-price basis for each line item, with total pricing calculated by multiplying unit price by the quantity of 100 units per line. The award will be made to the lowest qualified responsive bidder contingent upon successful negotiation of final terms and conditions and verification of the vendor's ability to meet delivery timelines and volume requirements.
Delivery is to various West Virginia state agency locations as directed by individual orders, with invoicing directed to the State of West Virginia. Addendum No. 1 has been issued and must be acknowledged by vendors as part of their quotation response; failure to acknowledge or comply may result in rejection.
The buyer is John W. Estep, 304-558-2566 or john.w.estep@wv.gov. Quotations should be submitted to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305.
