About this opportunity

Jacksonville Electric Authority (JEA) is soliciting bids on removal, disposal, and replacement of ten FRP fan hub assemblies on a Marley F499A-4.0-10B cooling tower at Brandy Branch Generating Station, with responses due September 22, 2026 at 12:00 PM EST and a mandatory pre-response meeting on August 31, 2026 at 10:00 AM EST.

Respondents must be JEA Safety Qualified prior to bid due date, must not appear on vendor disqualification lists, and must demonstrate successful completion of three similar cooling tower projects within the past five years. Price is the sole evaluation criterion; the award goes to the lowest responsive and responsible bidder. JEA intends to award one contract but reserves the right to award multiple contracts or exclude work items if deemed in its best interest.

The scope includes removal and disposal of ten existing assemblies and installation of ten new fan hub assemblies with blades, hub plates, blade clamps, hardware, and fan seal discs. The contractor must provide all labor, materials, equipment, and supervision and must protect the cooling tower structure throughout removal and installation. Technical specifications establish material grades, dimensional tolerances, quality standards, and installation procedures; specific torque requirements for hub retention bolts, hub cover hardware, and blade clamp hardware are detailed in referenced manufacturer documentation. Blade pitch must be set within plus or minus one-quarter degree, and allowable vertical blade-tip track variation is one inch. Preventative maintenance requirements include retorquing hardware after first week of operation and subsequently at six-month intervals.

A bid bond equal to five percent of the total bid amount is required at submission. Upon award, the successful contractor must provide a Payment and Performance Bond recorded with the Clerk of Duval County Court before work authorization. Payment is made monthly upon receipt of proper invoices, net 30, with optional early payment discounts of one or two percent. The contract incorporates JEA standard terms including liquidated damages provisions tied to project completion deadlines, insurance requirements with JEA named as additional insured, and compliance with Jacksonville Small and Emerging Business participation programs where applicable. Responses are submitted through JEA's Zycus e-procurement platform and opened publicly via Microsoft Teams at 2:00 PM EST on the due date.
