About this opportunity

The City of Meriden is requesting bids on furnishing and installing a new 800 Amp Automatic Transfer Switch (ATS) at the Meriden Police Department under Invitation to Bid B027-05, with bids due July 30, 2026 at 11:00 am and a mandatory pre-bid meeting on July 14, 2026 at 9:00 am at the Police Department Rear Parking Lot. A local preference applies: a Meriden-based business may accept the award at the lowest bid amount if within 10% of the low bid. The project is subject to prevailing wage requirements and the Build America Buy America Act.

The scope is a complete turnkey installation including excavation, bollards, conduit, feeders, system annunciation, engineered installation services, temporary generator rental, complete system switchover, startup, operational testing, and commissioning. Technical specifications require new 2-4C feeders with THHN-CU and THWN-CU conductors, relocation of an existing pull box, new auxiliary transfer switch, and a housekeeping concrete pad and bollards positioned two inches from the existing entrance and electrical switch location. All conduit runs must be supported with uni-strut hardware in accordance with applicable electrical codes.

Bidding is structured as a single lump sum line item. Each bid must include a bid bond of 10% of the bid amount. The lowest responsible bidder must provide a Labor and Material Payment Bond and Performance Bond for 100% of the contract price. General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Business Auto Liability of $1,000,000 combined single limit, and Professional Liability of $2,000,000 per claim are required. Workers' Compensation must comply with Connecticut statutory requirements.

No bidder may withdraw its bid within 90 days of bid opening. Questions are due July 23, 2026 at 4:00 pm. Payment is made no less than 30 days following completion of services. The City is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in bid prices. Liquidated damages are $500 per day for delays beyond the specified completion date.
