DRAWINGS_2.pdf Summary
This drawing document supports the City of Meriden's Invitation to Bid B027-05 for the furnishing and installation of a new 800 Amp Automatic Transfer Switch (ATS) system at the Meriden Police Department in Connecticut. The project encompasses a complete turnkey installation including excavation, bollards, conduit installation, feeders, system annunciation, engineered installation services, temporary generator rental, complete system switchover, startup, operational testing, and commissioning. The drawings specify technical requirements including new 2-4C feeders with THHN-CU and THWN-CU conductors, relocation of an existing pull box, installation of a new auxiliary transfer switch, and construction of a housekeeping concrete pad with bollards positioned two inches from the existing entrance and electrical switch location. All conduit runs must be supported with uni-strut hardware in accordance with applicable electrical codes. A mandatory pre-bid meeting is scheduled for July 14, 2026 at 9:00 am at the Police Department Rear Parking Lot, with bids due July 30, 2026 at 11:00 am. Questions must be submitted by July 23, 2026 at 4:00 pm.
The project is structured as a single lump sum bid with a 10% bid bond requirement. The lowest responsible bidder must provide Labor and Material Payment Bonds and Performance Bonds for 100% of the contract price. Required insurance includes General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Business Auto Liability of $1,000,000 combined single limit, and Professional Liability of $2,000,000 per claim, with Workers' Compensation complying with Connecticut statutory requirements. A local preference applies allowing a Meriden-based business to accept the award at the lowest bid amount if within 10% of the low bid. The project is subject to prevailing wage requirements and the Build America Buy America Act. Payment is made no less than 30 days following completion of services, and liquidated damages are assessed at $500 per day for delays beyond the specified completion date. The City is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in bid prices.
