About this opportunity
The Ohio Department of Education and Workforce is soliciting proposals for assessment forensics and security services to support test security monitoring and investigatory review of testing anomalies related to the Ohio State Tests, with proposals due September 11, 2026.
The scope comprises four deliverables: Design Methodology, Onsite Investigation Audits, Web Monitoring, and Summary Findings and Recommendations Report. Offerors must submit detailed cost models for Onsite Investigation Audits that account for varying complexity levels. The contract runs in two phases: FY27 (award through June 30, 2027) and FY28–FY29 (July 1, 2027 through June 30, 2029), with unit costs and extended cost calculations required for all four deliverables across both periods.
Offerors must certify that no services will be performed in Russia, no state data will be located in Russia, and no purchases will be made from Russian institutions or companies; all state data and documentation must be hosted within the United States. Offerors must also certify no unresolved findings of recovery issued under Ohio Revised Code Section 9.24. Proposals must include an Offeror Contact Information Form identifying a Scope of Work Contact, Invoicing and Purchase Order Contact, Legal Point of Contact, and Subcontractor Contact if applicable. Cost proposals must be submitted in a separate envelope; inclusion in technical proposals may result in disqualification. The Department reserves the right to reject proposals deemed excessively costly or to award based solely on preceding phase scores without full evaluation. Offerors may request redaction of proprietary or confidential information, including trade secrets and pricing strategies, through the Offeror Redaction Form.
