About this opportunity

The South Carolina Department of Natural Resources is requesting bids on 1,200 assembled metal predator shields per year under IFB solicitation 5400029996, with bids due August 7, 2026 at 10:00 a.m. EST and award notification expected August 10, 2026. South Carolina resident-vendor preference and in-state end-product preference are available if properly claimed and qualified.

Shields must be 26-gauge galvanized sheet metal, 36-inch diameter, designed to accommodate 4"×4" posts with 1/8" nail holes and a minimum of six rivets per cone. Delivery locations span six SCDNR facilities: Dennis Wildlife Center (Bonneau), Donnelley WMA (Green Pond), Clemson DNR Office, Florence DNR Office, Styx (West Columbia), and Samworth WMA (Georgetown). All deliveries must be completed by November 15, 2026.

The contract term is one year with one automatic one-year renewal option, running August 11, 2026 through August 10, 2028. Pricing shall be submitted as a fixed unit price per shield multiplied by 2,400 total shields (1,200 per year for two years). Payment terms are net 30 days from invoice receipt by electronic funds transfer.

Prior to award, the lowest responsive and responsible bidder must submit a sample shield for SCDNR approval at no cost to the agency; SCDNR retains sole discretion to deny approval. If the lowest bidder's sample is rejected, award moves to the next lowest bidder. The contractor must provide all labor, materials, equipment, and services necessary for delivery; obtain required licenses and permits; and furnish a one-year warranty with defective items replaced at contractor expense within 60 days of notification.

Bidders must hold a state vendor number prior to submission. Questions are due July 23, 2026 at 12:00 p.m. EST. Offers may be submitted online through SCEIS, by FedEx, UPS, or USPS to SCDNR headquarters, or via in-person delivery; facsimile and email submissions are not accepted. The procurement officer is Andy Bowman, CPPB, at BowmanA@dnr.sc.gov or 803-734-3933.
