About this file
This Amendment #1 document modifies the Invitation for Bid (IFB) solicitation 5400029996 issued by the South Carolina Department of Natural Resources for assembled predator shields. The solicitation requests 1,200 assembled metal predator shields per year, with bids due August 7, 2026 at 10:00 a.m. EST and award notification scheduled for August 10, 2026. No pre-bid conference or site visit is required. The contract term runs from August 11, 2026 through August 10, 2027, with one automatic one-year renewal option extending through August 10, 2028, for a total of 2,400 shields over the two-year period. Delivery to six SCDNR facilities must be completed by November 15, 2026. Questions from prospective offerors must be received by July 23, 2026 at 12:00 p.m. EST. Sealed offers may be submitted online through SCEIS, by FedEx, UPS, or USPS to SCDNR headquarters at 260D Epting Lane, West Columbia, SC 29172, or via in-person delivery; facsimile and email submissions are not accepted.
The amendment clarifies two technical specifications: the assembled diameter of the cone shall be 36 inches as the final assembled product dimension, and rivets shall be constructed of steel. Pricing shall be submitted as a fixed unit price per shield multiplied by 2,400 total shields, with payment terms of net 30 days from invoice receipt by electronic funds transfer. Prior to award, the lowest responsive and responsible bidder must submit a sample shield for SCDNR approval at no cost to the agency; SCDNR retains sole discretion to deny approval and move the award to the next lowest bidder. The contractor must provide all labor, materials, equipment, and services necessary for delivery; obtain required licenses and permits; and furnish a one-year warranty with defective items replaced at contractor expense within 60 days of notification. South Carolina resident-vendor preference and in-state end-product preference are available if properly claimed and qualified. The procurement officer is Andy Bowman, CPPB, at BowmanA@dnr.sc.gov or 803-734-3933.
