About this opportunity

The West Virginia Department of Transportation, Division of Highways, is requesting quotes on an open-ended master agreement for asphalt material, delivery, and labor services for statewide use under ARFQ DOT2700000013, with bids due October 1, 2026, at 10:30 a.m. EST and technical questions due September 10, 2026, at 10:00 a.m. EST.

The scope encompasses 116 line items covering Superpave asphalt in multiple grades (4.75mm, 9.5mm, 12.5mm, 19mm, and 25mm), base courses, shoulder stone placement, material hauling at tiered mileage rates, laydown labor at incremental tonnage thresholds, paving mobilization across nine service categories (shoulder stone, daytime paving, nighttime paving, pavement profiling, milled rumble strips, raised pavement marker installation and removal, and void-reducing asphalt membrane installation), excavation, milling and profiling, base failure and pothole repairs, ultra-thin overlays, fine milling, traffic maintenance, plant opening fees, and pavement markings. Pricing is structured on a per-unit basis using tons, ton-miles, lump sum fees, square yards, gallons, linear feet, and daily rates. The contract covers ten districts spanning all West Virginia counties.

This is a multiple vendor award contract; all vendors meeting contract specifications receive award, with individual projects awarded to the low-bid vendor as needed. Initial quantities are zero; volumes will be determined by delivery orders during the contract term. Unit prices are firm for the life of the contract unless adjustment provisions are expressly authorized.

Vendors must submit four completed documents: Attachments A and B (pricing pages) and Attachments C and D (Asphalt Plant Information Forms and Stone Plant Information Forms). Bids lacking any required component are disqualified. Vendors must be registered with the West Virginia State Purchasing Division and demonstrate compliance with the WV Secretary of State, Tax Department, Workers' Compensation, and Unemployment Insurance requirements prior to award. Bid submission is accepted through wvOASIS, hand delivery, mail, or fax to 304-558-0047. Questions should be directed to dotprocurementtechques@wv.gov or to Jeromie F. Lanham at 304-720-7383 or jeromie.f.lanham@wv.gov.
