About this file
This is a pricing page attachment (ATT A) for West Virginia's Department of Transportation (WVDOT) multiple vendor award contract for asphalt materials, delivery, and labor services. The contract encompasses 116 line items covering various asphalt products and services across ten districts in West Virginia, including base courses, superpave wearing courses, shoulder stone placement, material hauling, laydown services, pavement profiling and milling, base and edge failure repairs, pothole repairs, ultra-thin overlays, fine milling, rumble strips, parking lot surfacing, traffic maintenance, plant opening fees, raised pavement markers, and void-reducing asphalt membrane (VRAM) installation. Vendors must identify their sourced asphalt plant location(s) by marking the corresponding counties, with pricing varied by county as necessary. Bidders are required to submit four completed documents with their bid: Attachment A and B pricing pages, and Plant Information Forms C and D; bids lacking any of these components will be disqualified. Estimated quantities are not available at the time of bid submission.
Pricing is submitted on a per-unit basis using various measurements including tons, ton-miles, lump sum fees, square yards, gallons, linear feet, and daily rates. This is structured as a multiple vendor award contract, meaning all vendors meeting contract specifications will be awarded a contract, with the low-bid vendor selected per individual project at the time of need as specified in Section 6.1 of the contract specifications. The pricing structure accommodates tiered rates for certain services based on volume thresholds, such as laydown fees varying by tonnage and milling services varying by square yardage. Mobilization costs for specific services are to be completed on Attachment B.
