About this opportunity
The West Virginia Department of Transportation, Division of Highways, is requesting quotes for asphalt crack sealant materials and application equipment under an open-end master agreement for District 5, with bids due September 22, 2026 at 10:30 a.m. EST. Technical questions are due September 16, 2026.
The solicitation covers 19 line items including Fiber Asphalt Sealant 540, HP Concrete Cold Patch, Matrix 501 Mastic, TECHCRETE-R, RoadSaver 515, and Mastic One in both small and full-truckload quantities; associated melting and application equipment; and ancillary products such as TechCrete Primer and Detack. All products are specified "or equal." All contract items must meet specified ASTM and AASHTO standards with mandatory requirements including temperature specifications, cracking resistance, and tire pickup resistance. The Department reserves the right to mix two different sealants or cold patches in full-truckload orders.
Deliveries to ten District Five locations across Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, and Morgan counties are required within 30 working days for standard orders and 10 working days for emergency orders, with F.O.B. destination pricing. Unit pricing is required for each line item; unit prices prevail in bid discrepancies. Award will be made to the vendor providing the lowest overall total cost.
Prior to contract award, vendors must be registered with the West Virginia Purchasing Division, the West Virginia Secretary of State's Office, and the West Virginia Tax Department, and must maintain current workers' compensation and unemployment insurance. Vendors must carry sufficient inventory to fulfill obligations, designate a primary contract manager, and provide quarterly reports. The State reserves the right to reject any bid or cancel the contract upon 30 days written notice. Bids must be submitted electronically through wvOASIS, via hand delivery, mail, or fax. Contact James F. Moffatt at 304-414-0815 or james.f.moffatt@wv.gov for buyer inquiries; direct technical questions to dotprocurementtechques@wv.gov.
