The procurement encompasses both planned abatement projects dictated by the current AHERA Management Plan and emergency remediation work on an as-needed basis. Required services include pipe insulation removal and cleanup of insulation debris, repair of damaged pipe fittings, and removal of damaged asbestos floor tile and damaged fire doors. Respondents must demonstrate current certifications and licenses, five years of prior experience in asbestos abatement for school districts or similarly sized agencies, and the capability to provide 24/7 emergency response with on-site availability within two hours of notification. The evaluation will be conducted on a best value basis using a 100-point scale, with cost weighted at 30 points and non-cost factors (Qualifications/Experience, Certifications/Licenses/Submittals, Project Approach/Schedule, and Compliance) totaling 70 points, with a minimum non-cost score of 40 points required for consideration. The question submission period runs from March 2, 2026 at 4:00 PM EST through March 16, 2026 at 8:00 AM EDT, with answers posted March 20, 2026. The initial contract term extends from July 1, 2026 through June 30, 2027, with five one-year renewal options available, potentially extending the contract through June 30, 2032.
The procurement requires submission of multiple compliance documents including a completed Offering Questionnaire, signed Non-Collusive Bidding Certifications, Equal Employment Opportunity Employer Information Reports, insurance certificates, and Equal Employment Opportunity employer information demonstrating workforce diversity across job categories. MWBE (Minority and Women-Owned Business Enterprise) participation is required, with respondents obligated to complete a Subcontractor Listing and MWBE Utilization Plan identifying subcontractor participation percentages and certification status; however, no subcontracting is permitted for the actual asbestos removal work itself. Respondents must comply with New York State procurement policies including MWBE requirements (Policy 5414), and those with access to student data must execute a Data Sharing and Confidentiality Agreement complying with FERPA, HIPAA, and New York Education Law Section 2-d. The prior awardee under contract 23-0624E2-073 is Stohl Remediation, and the selected contractor must maintain all required certifications and insurance coverage throughout the contract term. Successful respondents must provide performance bonds equal to 100 percent of the contract amount and maintain workers' compensation and public liability insurance with minimum limits of $500,000 per person and $1,000,000 per accident for bodily injury and $300,000 for property damage.
