About this opportunity

The Texas Health and Human Services Commission is soliciting bids for as-needed landscaping services at Austin State Hospital under IFB HHS0017483, with bids due July 23, 2026, at 10:30 a.m. Central Time. Mandatory on-site visits are required on July 7 and 8, 2026, at 10:30 a.m.; attendance at one visit is a bidder qualification threshold. A HUB Subcontracting Plan is required.

The scope encompasses maintenance of natural turfgrass (Zoysia Palisades), synthetic turf (SYNLawn), mulch beds, shrubs, perennials, groundcovers, courtyard trees, select exterior ornamental trees, and limited chemical applications across multiple ASH buildings including the Guadalupe Entrance and Buildings 643, 501, 800, and 801, plus eleven interior courtyards. Work must comply with Austin State Hospital's Contractor Safety & Risk Management Policy and the Federal Insecticide, Fungicide, and Rodenticide Act. Gas-powered equipment is prohibited to prevent fumes in buildings; mechanical core aeration is prohibited to protect subsurface irrigation lines; and hand-removal of weeds is required within three feet of synthetic turf surfaces. Bidders must hold a Texas Structural Pest Control Business License and Certified Applicator License with certifications in Lawn & Ornamental and Weed Control from the Texas Department of Agriculture. The contractor must maintain grounds to a consistently high aesthetic standard for a psychiatric hospital where grounds appearance contributes to the therapeutic environment.

The contract is structured on unit rates for regular, outside-regular, and holiday hourly services, plus an annual price for project completion covering all labor, equipment, materials, supplies, and related expenses. The anticipated start date is September 1, 2026, with an initial term and renewal and extension options available. HHSC makes no guarantee of minimum volume, usage, or compensation. All responses must include three verifiable references for similar work completed within three years, company staffing and operational capacity details, and two 24-hour emergency contacts. Questions are due July 13, 2026; responses will be posted by July 16, 2026. A Texas Identification Number is required for payment.
