About this opportunity

The County of Los Angeles, Department of Medical Examiner-Coroner is conducting a Request for Statement of Qualifications (RFSQ) to establish a pool of as-needed forensic pathologists for death investigation services. The procurement seeks qualified physicians specializing in forensic pathology to enter into Master Agreements for performing post-mortem examinations, investigations, and laboratory testing to determine causes of death. Qualified candidates must meet professional credentialing standards and be licensed to perform forensic pathology services in California. The department requires contractors to investigate unnatural, suspicious, unusual, violent, sudden, and unattended deaths through comprehensive medical and forensic analysis. Evaluation criteria will likely focus on professional qualifications, licensure, experience in forensic pathology, and ability to provide expert testimony. The solicitation was originally posted on September 16, 2018, with a stated due date of January 16, 3025, though this appears to be a typographical error. Contractors selected will form an eligible pool from which the Department can request services on an as-needed basis.

The RFSQ does not explicitly indicate specific set-aside designations for disadvantaged businesses or minority-owned enterprises. The contract structure allows for multiple qualified contractors to be maintained in an active pool, with individual task orders issued based on operational demand. Compensation will be determined through individual agreements and is anticipated to be structured on a per-case or hourly basis. While specific award values are not directly stated in the documents, the Schedule of Fees exhibit suggests a standardized compensation methodology for selected forensic pathologists. The master agreement framework provides flexibility for the Department to engage qualified pathologists without fixed service commitments, enabling responsive management of death investigation workload. No incumbent vendor information is provided in the available documentation. The contract requires selected pathologists to maintain appropriate professional liability insurance, meet ongoing credential verification standards, and comply with County policies and applicable professional practice guidelines.
