About this opportunity
The City of West Sacramento is requesting proposals from qualified Architecture and Engineering firms to provide comprehensive design and engineering services for a Police Department Headquarters renovation at 750 Riverpoint Drive, with a mandatory pre-proposal meeting on October 1, 2026 at 9:00 AM and proposals due October 23, 2026 at 3:00 PM.
The scope encompasses full design services—architecture, structural engineering with seismic upgrade to Essential Services Facility standards, mechanical, electrical, plumbing, civil and site engineering, landscape architecture, low-voltage and technology infrastructure, security systems, acoustics, and interior design—for renovation of approximately 41,370–43,000 square feet of an existing 100,000-square-foot two-story office building built in 1991. The building requires seismic retrofitting with buckling-restrained braced frames, concrete grade beam reinforcement, and structural connection strengthening per Risk Category IV standards. Design must address identified mold remediation in first-floor storage areas, water intrusion from multiple sources, replacement of three obsolete hydraulic elevators (modernization estimated at $600,000), roofing replacement (estimated $1.4 million), plumbing upgrades (estimated $1.8 million), and HVAC and electrical system upgrades. The site is located in a mapped liquefaction zone requiring geotechnical consultation. Design documents must be completed and submitted for permit by December 31, 2028, driven by project funding requirements. A dedicated Information Technology subject-matter expert with law enforcement or public safety facility design experience is mandatory.
Mandatory qualifications include California architecture licensure, minimum five years of A&E experience on comparable public agency projects, demonstrated experience with law enforcement or public safety facility design, Essential Services Facility seismic design, renovation and adaptive reuse projects, and prevailing wage public works projects.
The contract is Qualifications-Based Selection methodology with evaluation weighted as follows: Firm Qualifications (20 points), Key Personnel and Staffing Plan (20 points), Technical Project Approach (20 points), Proposed Project Schedule (20 points), References (10 points), Cost Proposal (10 points), and Standard Contract Qualifications (10 points). Proposals are limited to 25 pages excluding cost proposals and references, submitted electronically. The contract term is initially up to three years with options to extend for up to two additional one-year periods. The City anticipates a contract award date of December 2, 2026, with interviews scheduled for October 29, 2026. Estimated A&E services cost is $2.9–$3.78 million; proposers submit separate cost proposals that remain fixed for contract duration and extensions. Federal compliance requirements including prevailing wage, Davis-Bacon Act, Equal Employment Opportunity, and debarment verification apply. Professional Liability insurance of $1,000,000 per claim must be maintained for five years post-contract; Commercial General Liability and Commercial Automobile Liability must each be $1,000,000 per occurrence with the City named as additional insured. Questions are due October 12, 2026 at 5:00 PM.
