About this opportunity

The City of Clearwater is soliciting sealed bids for Reverse Osmosis membrane antiscalant products for two municipal water treatment plants, with bids due September 1, 2026 at 10:00 AM Eastern Time through the City's e-Procurement Portal.

RO Plant No. 1 (RO1) requires a broad-spectrum, phosphate-based antiscalant inhibiting calcium carbonate, calcium sulfate, barium sulfate, strontium sulfate, and silica scale formation. RO Plant No. 2 (RO2) requires a phosphate-free antiscalant due to concentrate recycling operations. Both plants operate at elevated total dissolved solids (2,560–2,750 mg/L) with high scaling-prone mineral concentrations, particularly silica and calcium.

All proposed products must be NSF/ANSI 60 certified for potable water treatment, compatible with Toray and Hydranautics spiral-wound thin-film composite membrane elements, and supported by current safety data sheets, certificates of analysis, and membrane performance projections. Vendors must provide references from at least three U.S. municipal reverse osmosis or nanofiltration facilities and include chemical solubility information and proof of scale-control effectiveness. RO1 operates two identical trains at 1.25 MGD permeate capacity per train with 5.25 MGD feedwater flow; RO2 operates three identical trains at 1.4 MGD permeate capacity per train with 1,209 GPM combined feedwater flow (810 GPM brackish wells plus 399 GPM RO1 concentrate). Both plants use 78 percent recovery.

The initial contract term runs October 1, 2026 through September 30, 2027, with two optional one-year renewals at the City's discretion. Pricing must be submitted on a firm per-pound basis, FOB destination, freight prepaid, including all labor, materials, packaging, freight, delivery, unloading, overhead, and profit. Payment terms are Net 30. Deliveries must occur within ten business days of order placement at either treatment plant location in Clearwater. The vendor must provide annual hands-on training and one annual on-site technical support visit at no additional cost, plus qualified technical representatives available by telephone and email.

Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($2,000,000 per occurrence), and Workers' Compensation per Florida statute. Questions are due August 22, 2026 at 10:00 AM. Bid review is scheduled for September 1–8, 2026, with contract authorization anticipated for October 2026. The solicitation may be grant-funded and includes standard federal compliance provisions regarding debarment and non-discrimination.
