About this file

This attachment document provides antiscalant product bidding instructions and technical specifications for the City of Clearwater, Florida, in support of a sealed bid procurement for Reverse Osmosis (RO) membrane antiscalant products for two municipal water treatment plants. Vendors are required to submit antiscalant projections for RO Plant No. 1 (RO1), which operates two identical trains with a nominal permeate capacity of 1.25 million gallons per day (MGD) per train, and RO Plant No. 2 (RO2), which operates three identical trains with a nominal permeate capacity of 1.4 MGD per train. Both plants currently use American Water Chemicals products (A-102+ for RO1 at approximately 3.0 mg/L and A-111+ for RO2 at approximately 3.5 mg/L). RO1 operates as a single-pass, two-stage reverse osmosis system with 78 percent recovery using Hydranautics membranes, while RO2 uses Toray membranes with the same recovery rate. Vendors must complete detailed product matrices for both plants using specified water quality data and flow rates established by the City, with RO1 feedwater flow at 5.25 MGD and RO2 combined feedwater flow at 1,209 gallons per minute (resulting from 810 gpm brackish wells plus 399 gpm RO1 concentrate). An alternate RO1 antiscalant product matrix must be provided only if the primary product is phosphate-free; RO2 requires a phosphate-free product for the primary matrix.

Vendor pricing must match prices listed on the City's separate pricing sheet and be calculated on a per-pound basis multiplied by the pounds per day required for annual cost projections. Projections must use only the water quality data and flow rates provided in the attachment, specifically the RO1 Original water quality parameters and RO2 Combined Feed water quality, to ensure fair procurement practices and prevent vendors from using historical or business records. Vendors must include chemical solubility information and proof that the antiscalant effectively controls scale, along with Certificates of Analysis (COA) or Safety Data Sheets (SDS) documenting the weight per gallon of the proposed chemical. The water quality data provided includes comprehensive analytical results from Pace Analytical Services, dated July 3, 2025, covering parameters such as alkalinity, calcium, magnesium, silica, sodium, chloride, and other dissolved minerals critical to antiscalant performance evaluation. The City's current environment involves managing high total dissolved solids (2,560–2,750 mg/L) and elevated concentrations of scaling-prone minerals, particularly silica (31,300–97,100 µg/L) and calcium (204,000–449,000 µg/L), which necessitate effective antiscalant chemistry to prevent membrane fouling and maintain system efficiency.

Attachemnt A – Antiscalant Projection Product Detail

Instructions to Vendors:

- Please fill in the areas highlighted in yellow

- Only fill in the RO1 alternate if the primary product you bid for RO1 is phosphate free.

- Projections must use the flow and water quality from this attachment. Do not use any other historical or business records. This ensures fair procurement practices.

- Please provide projection results that detail the chemical solubility information proving that the antiscalant is effectively controlling scale.

- NOTE: The Price per pound shall match the price listed on the Pricing Sheet under Section 9. Pricing Sheet
