About this opportunity
The University of Connecticut is requesting statements of qualifications from general contractors for an annual prequalification program (APGC2026-2) under which qualified firms will be invited to bid on future construction projects estimated at $1 million or more, with submissions due October 13, 2026 at 2:00 PM EDT and a pre-proposal conference on September 23. Proposers must hold current Connecticut Department of Administrative Services prequalification certificates in General Building Construction, Group B or C classification as of the proposal due date—a mandatory eligibility gate.
The University encourages participation from SBEs, MBEs, WBEs, and Connecticut-based businesses. Project-specific spending allocation goals for SBE and MBE participation will be established for each awarded project. If awarded a contract, the contractor must self-perform not less than ten percent of the total contract price.
The prequalification pool will support on-call construction work across the Storrs campus, regional campuses (Avery Point, Hartford School of Law, downtown Hartford, Stamford, and Waterbury), UConn Health locations in Farmington and satellite locations, and other University properties. Scope includes new construction, renovation, and alteration of research laboratories, health service buildings, residential facilities, lecture halls, and athletic facilities. Proposers must demonstrate managerial ability, technical ability, financial ability, and integrity. Submission requirements include three examples of comparable projects completed within the past ten years valued at $1 million or more, resumes for proposed key personnel (Project Superintendent and Project Manager), current DAS Prequalification Certificate, Connecticut Certificate of Authorization, and Major Contractor License if applicable. Contracts will be on AIA A101/A201 stipulated-sum basis with monthly progress payments at 5.5% retainage until fifty percent completion, then 3% thereafter. Prevailing wage compliance under Connecticut General Statutes is required, with a two percent Connecticut Commission on Human Rights and Opportunities holdback withheld until release.
Certificates of Prequalification are planned for issuance by October 31, 2026, with certification commencing November 1. The program duration is one year with options for up to two additional one-year extensions. Questions are due September 30 at 2:00 PM via HuskyBuy Portal. The University reserves the right to make multiple awards and has absolute discretion regarding invitations to bid, with no guarantee of dollar value or number of projects offered.
