About this file
This document is an Annual Prequalification Program solicitation issued by the University of Connecticut for General Contractors seeking to qualify for future construction projects. The solicitation, numbered APGC2026-2, was released on September 16, 2026, and accepts statements of qualifications from general contractors classified as Group B or C by the Connecticut Department of Administrative Services. Submissions must be received by October 13, 2026, at 2:00 PM EDT and will remain sealed until that closing time. Proposers must submit comprehensive responses including organization information, previous relevant experience documentation, proposed team qualifications with key personnel resumes, and acceptance of a draft AIA A101/A201 contract template provided with the solicitation. The prequalification program does not involve specific line items or individual projects; rather, it establishes a pool of qualified contractors available for on-call construction work, with commodity codes indicating work classifications ranging from general building construction over $1 million to on-call projects under $100,000 and between $100,000 and $1 million.
The University reserves the right to accept or reject any or all submissions within ninety calendar days of the due date, during which time proposers may not withdraw their applications. Proposers must demonstrate compliance with Connecticut prevailing wage statutes (CGS 31-52 and 31-52a), maintain quality assurance and quality control plans, and possess health and safety programs meeting OSHA standards and the University's Contractor Environmental, Health, and Safety Manual requirements. Extensive background requirements address litigation history, labor and employment compliance, OSHA citations, workers' compensation experience modification ratings, ethical conduct, conflicts of interest, and contractor licensing. The solicitation requires current Department of Administrative Services prequalification certificates and, for threshold building projects, Connecticut Department of Consumer Protection Major Contractor Registration Certificates. All responses are subject to Connecticut Freedom of Information Act disclosure unless properly marked confidential and qualifying as trade secrets or commercially sensitive information. Contact for the solicitation is Christopher Peters at chris.peters@uconn.edu.
