About this opportunity

The Indiana Department of Administration is soliciting a statewide Quantity Purchase Agreement (QPA) for bulk ammunition and munitions to supply participating state agencies, with bids due September 29, 2026 at 3:00 PM Eastern Time and questions due September 10, 2026.

The scope encompasses Law Enforcement catalog ammunition (9mm, .223 Rem/5.56mm, .308 calibers in both duty and frangible variants), less-lethal munitions (40mm rounds, grenades, pepperball ammunition), tear gas devices (MK-3, MK-4, MK-9 series), distraction devices, and training ammunition including SIMUNITION marking cartridges and blank rounds. Fifty-eight line items span quantities ranging from single units to over 1.4 million rounds annually. All ammunition must be manufactured in the United States, factory new, with brass or nickel-plated brass casings and non-mercuric, non-corrosive Boxer-type primers; contractors must meet SAAMI certification standards and maintain a minimum quarterly fill rate of 90% across all ordering agencies.

The contract runs for five years from execution with one optional one-year renewal period at the State's discretion. Pricing must be firm for a minimum of 180 days from award, submitted on a Free on Board destination basis. Delivery windows are 30–60 calendar days for stocked items and 90–120 calendar days for non-stock or specialty items, with all freight costs invoiced separately. The State has established a 3% subcontracting goal for Indiana Veteran Owned Small Businesses (IVOSB), though failure to address this requirement does not impact bid evaluation.

Bidders may claim eligibility for Indiana's broad preference programs (Buy Indiana, Indiana Manufactured Products, Indiana Small Business, U.S. Manufactured Products, and others) at the individual line-item level with supporting documentation. Pricing adjustments after year one are tied to the U.S. Bureau of Labor Statistics Producer Price Index for Ammunition, with mandatory reductions required if the index decreases. The State reserves the right to award to one or more respondents based on lowest evaluated amount and may issue multiple awards or partial bids based on line-item or group pricing as deemed most advantageous. Award is targeted for October 2026. All submissions require electronic filing through the Supplier Portal and completion of the Cost Proposal Template (Attachment D), Indiana Economic Impact Form (Attachment C), and Attestation Form (Attachment F).
