About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Board of Education (including the West Virginia Department of Education, West Virginia Schools for Diversion and Transition, and West Virginia Schools for the Deaf and Blind), is requesting quotes for American Sign Language interpreter services statewide under CRFQ 0402_EDD2700000001, with bids due July 29, 2026 at 1:30 PM EST and questions due July 16, 2026 at 3:00 PM EST.
The solicitation establishes a multi-vendor open-end master agreement with eight service categories: in-person interpreting Monday–Friday 7:00 AM–6:00 PM (435 estimated annual hours); video remote interpreting (VRI) during the same hours (30 estimated annual hours); in-person night services 6:01 PM–6:59 AM (50 estimated annual hours); VRI night services (10 estimated annual hours); in-person weekend services Saturday 7:00 AM through Sunday 12:00 AM (50 estimated annual hours); VRI weekend services (4 estimated annual hours); in-person holiday services (4 estimated annual hours); and VRI holiday services (4 estimated annual hours). All interpreters must hold valid National Interpreter Certification (NIC), National Association of the Deaf (NAD) Level II, or Registry of Interpreters for the Deaf (RID) certification and must be registered with the West Virginia Registry of Interpreters and the West Virginia Commission for the Deaf and Hard of Hearing.
Vendors must submit firm hourly rates for each category with all travel costs and mileage embedded; separate travel reimbursement is not provided. Assignments exceeding two consecutive hours require two interpreters unless otherwise approved. Service requests must be confirmed in writing within 24 hours (2 hours for emergencies). Commercial general liability insurance of $1 million per occurrence is required.
The initial contract term is one year with renewal options for up to three successive one-year periods, subject to mutual written consent and approval by the Purchasing Division and Attorney General's office. Award shall be made to no more than three vendors offering the lowest hourly rates, provided they meet all service requirements. Failure to complete pricing, acknowledge all addenda, attend the mandatory pre-bid meeting, or submit complete documentation results in bid disqualification.
