About this opportunity

The Long Beach Board of Public Utilities Commissioners is requesting bids for the Alley Water Main Conversion Pacific Avenue project (MC-5198), with electronic bids due August 31, 2026 at 1:00 p.m. via Long Beach Buys and a required pre-bid conference on August 20 at 1:00 p.m. via Teams. This is a prevailing-wage project subject to California Labor Code sections 1720 et seq., and bidders must hold a valid California Class A General Engineering Contractor license and C-27 Landscaping Contractor licenses.

The scope includes constructing approximately 5,700 linear feet of ductile iron pipe water main—4,400 linear feet of 12-inch pipe and 1,200 linear feet of 8-inch pipe—along with associated appurtenances including valves, hydrants, and service connections within Pacific Avenue, Spring Street, Pine Avenue, and related alleys. Work encompasses removal and replacement of interfering pavement, curbs, gutters, and sidewalks; construction and connection of new copper water service lines from water meters to existing residences and businesses; cutting and plugging existing service lines; removing existing meter boxes; and surface restoration. The contractor must maintain the existing water main in service during construction, submit a water supply bypass plan for approval, perform field hydrostatic testing to 150 PSI, provide dust control and traffic control per California Department of Transportation standards, coordinate with Southern California Edison, Verizon, SoCalGas, and other utility operators, and submit native soil samples every 500 linear feet. Phase 1 work on Pine Avenue, Pacific Avenue, and Spring Street must be completed within 240 calendar days from Notice to Proceed; Phase 2 work requires 120 calendar days.

Bid security of at least 10 percent of the total bid amount is required, with performance and labor/material bonds equal to 100 percent of the contract price due upon award. The contract is subject to a City-wide Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council and signatory Craft Unions. Bids exceeding $100,000 must comply with the Long Beach Municipal Code Equal Benefits Ordinance. Bids estimated at $1 million or more require completion of the Iran Contracting Act of 2010 Compliance Affidavit. Award goes to the lowest responsible bidder, with contract execution due within ten calendar days of Notice of Award. Original bid security documents must be delivered to the Long Beach Utilities Department at 1800 East Wardlow Road by the bid deadline.
