About this opportunity

The Palm Beach County Department of Airports is requesting proposals for Airport Civil Engineering Consultant Services under RFP DOA 26-8, with proposals due July 22, 2026 at 3:00 p.m. The County seeks to select up to three firms to provide civil engineering services on an as-needed basis under a continuing contract for four county-owned airports: Palm Beach International (PBI), Palm Beach County Park (LNA), North Palm Beach County General Aviation (F45), and Palm Beach County Glades (PHK).

A Small Business Enterprise (SBE) participation goal of a minimum 20 percent applies to consulting service authorizations (CSAs) ineligible for federal or state funding; a Disadvantaged Business Enterprise (DBE) participation goal will be established for each CSA eligible for federal or state funding. Prior to proposal submission, firms must obtain Consultant's Competitive Negotiations Act (CCNA) certification from the County's Engineering and Public Works Department.

Services include horizontal infrastructure design, investigative services (surveys and geotechnical work), construction administration, construction management and construction engineering and inspection, cost estimation, and extension-of-staff support delivered through individual CSAs on a task-by-task basis. All design projects must comply with Palm Beach County's resiliency and sustainability requirements and utilize the Southeast Florida Regional Climate Change Compact's Unified Sea Level Rise Projection. Selected consultants must maintain Commercial General Liability insurance of at least $5 million per occurrence and Professional Liability insurance of at least $5 million per claim.

The initial contract term is two years with three optional one-year renewals at the County's sole discretion. No minimum compensation is guaranteed. Compensation shall be structured on either a fixed-price or time-charge basis as identified in individual CSAs, with labor rates fixed for two years and potentially adjustable thereafter by up to three percent annually based on the Consumer Price Index. The non-mandatory pre-proposal conference was held July 1, 2026. Questions were due July 13, 2026. Evaluation criteria weight professional qualifications and past performance at 35 points for shortlist and 50 points for final selection; approach and presentation at 35 points for shortlist and 20 points for final selection; and volume of previous County work awarded over the past four years at 10 points for both. Shortlist selection is tentatively scheduled for August 2026, with final selection by the CCNA A/E Selection Committee tentatively in September 2026, subject to Board of County Commissioners approval.
