About this file
This is an addendum document issued by the Palm Beach County Board of County Commissioners, Department of Airports, for Request for Proposals DOA 26-8 for Airport Civil Engineering Consultant Services. The Department of Airports operates four facilities: Palm Beach International Airport (PBI), North Palm Beach County General Aviation Airport (F45), Palm Beach County Park Airport (LNA), and Palm Beach County Glades Airport (PHK). The consultant services to be provided include horizontal infrastructure design, investigative services, construction administration, construction management, construction engineering and inspection (CEI), cost estimation, and extension-to-staff support as needed through individual Consultant Services Agreements (CSAs) assigned under a continuing contract. A pre-proposal conference was held on July 1, 2026, at 11:00 a.m., with attendance from 29 representatives of consulting firms including AECOM, EXP, HDR, Garver, RS&H, CHA Consulting, Kimley-Horn, Michael Baker International, and others. Proposals are due on or before Wednesday, July 22, 2026, at 3:00 p.m. local time, with one original, six bound copies, and one electronic PDF copy on flash drive required. The last day for submitting questions or clarifications is Monday, July 13, 2026, at 3:00 p.m. The selection process includes a shortlist committee review tentatively scheduled for August 2026 to select a minimum of two more firms than the number to be selected, followed by presentations and final selection by the CCNA A/E Selection Committee tentatively in September 2026, with Board of County Commissioners approval required for final award.
Proposals will be evaluated based on three criteria: professional qualifications and past performance (35 points for shortlist, 50 points for final selection), approach to the project and quality of presentation (35 points for shortlist, 20 points for final selection), and volume of previous work awarded by the County over the past four years, where the firm with the most work receives the lowest score (10 points for both shortlist and final selection). The work will be funded with federal, state, and/or local funds, with a Disadvantaged Business Enterprise (DBE) goal of 0% and a Small Business Enterprise (SBE) subcontracting goal of 15% to be established for each CSA assigned under the continuing contract that is eligible for federal or state funding. Firms must be Consultant's Competitive Negotiations Act (CCNA) certified prior to submission of qualifications if required by Florida Statute. Proposers are required to submit completed OSBD Schedules 1 and 2, Schedule 6A listing the prime consultant only, Required Federal Certifications, a Standard Form 330, five verifiable references for similar work completed within the last ten years, a Letter of Interest/Program Approach/Executive Summary (five-page maximum), Organizational Chart and Description of Personnel (five-page maximum), Proposal Certification Form, Consultant Responsibility Form, and Conflict of Interest Disclosure Forms for each team member. Addendum No. 2 clarifies that subconsultants should not be listed on the DBE Schedule 6A and provides guidance on completing OSBD Schedules using anticipated roles and disciplines rather than specific firm names, with proposed SBE participation percentages considered preliminary and subject to refinement at the CSA level based on specific scope and funding source requirements.

Acknowledgement of Receipt of Proposer
ADDENDUM NO. 2
This addendum includes the following:
1. Attachments
a. Pre-Proposal Conference Sign-In Sheet
b. Pre-Proposal Conference Presentation
2. Questions
Question: Has the evaluation committee been selected? If so, who will be participating.
Response: No. Refer to Palm Beach County Policies and Procedures Manual CW-O-048 Selection of Professional Engineers, Architects, Landscape Architects, Land Surveyors and Mappers for Short List and Final Selection committees’ memberships.
Question: What specific CCNA certifications are required?
Response: Refer to section IV. A. of the Palm Beach County Policies and Procedures Manual CW-O-048 Selection of Professional Engineers, Architects, Landscape Architects, Land Surveyors and Mappers for criteria for CCNA certification by Palm Beach County.
Question: Please clarify how much staff augmentation is anticipated for “Extension of Staff” to execute the proposed scope of work.
Response: As needed.
Question: Do we list subs on the DBE Schedule 6A? (In order to be deemed responsive to this solicitation, all Proposers are required to submit with their proposal the DBE Schedule 6A).
Response: No. Refer to IV. B. 3. In order to be deemed responsive to this solicitation, all Proposers are required to submit with their proposal the DBE Schedule 6A. To complete Schedule 6A, please list your firm and sign DBE Schedule 6A.
Question: Is there a preclusion from pursuing two RFPs (ie. Civil and Environmental)?
Response: No.
Question: Would it be possible to receive a 2 week extension due to the holiday and associated travel schedules? With multiple submissions to the same department that are due on the same date, an extension would allow all firms sufficient time to prepare a thorough and high-quality submittal.
Response: No time extension will be granted at this time.
Question: For OSBD Schedule 1, if subconsultant firms are not to be named, should the subconsultant section be left blank, marked “To be determined at the CSA level,” or completed in another manner preferred by the County?
Response: If the SBE goal is to be attained through subconsultants, list anticipated roles, disciplines or service categories on Schedule 1 subconsultants may be used. The Proposer must also indicate anticipated SBE utilization in a percentage per IV.A.3.
Question: For OSBD Schedule 2, should proposers identify anticipated SBE participation by role, discipline, or service category only, rather than listing specific SBE-certified firms?
Response: If the SBE goal is to be attained through subconsultants, list anticipated roles, disciplines or service categories on Schedule 2 for which SBE certified subconsultants may be used. The Proposer must also indicate anticipated SBE utilization in a percentage per IV.A.3. The anticipated roles shall be entered in the Item Description of Schedule 2.
Question: For OSBD Schedule 2, please confirm if signature is only required for the ‘Prime’ signature area and if the subconsultant signature can remain blank.
Response: Correct.
Question: For OSBD Schedule 2, please confirm if we need to provide separate forms for each service category or if only one OSBD Schedule 2 should be provided and list the different service categories under ‘Item Description’.
Response: One (1) Schedule 2 with different service categories under “Item Description” is acceptable.
Question: For ATTACHMENT G EXHIBIT 4 - SCHEDULE 6A, should proposers list only the prime consultant and anticipated DBE/SBE service categories, or does the County expect specific firms to be identified at the proposal stage?
Response: List only the Prime Consultant on Schedule 6A.
Question: If specific SBE/DBE firms are not to be listed at the proposal stage, should any proposed SBE/DBE participation percentages be considered preliminary and subject to refinement at the CSA level based on the specific scope, funding source, and applicable SBE/DBE requirements?
Response: Correct.
Question: In consideration of the required proposal contents outlined in Section VI.D and the requirement to provide five verifiable references for similar work (Item 6), may the referenced projects consist of on-call consulting service contracts involving multiple task orders/projects, or is it preferred that each reference be limited to a single project/task?
Response: The content of the RFP is at the discretion of the proposer.
Question: Section VI.D.4 of the RFQ requires the proposer to include a “Narrative describing the firm’s approach to resiliency principles and sustainable practices; include a list of projects where the firm has achieved LEED certification or other high performance green building certification; include a list of LEED AP credentialed staff or staff with a certificate in sustainable design and construction from an accredited college or university.” Please clarify if this should be a standalone section of the proposal or included in one of the other sections (e.g. Letter of Interest/Program Approach/Executive Summary, Organizational Chart and Description of Personnel).
Response: Standalone section not required.
Question: Section VI.D.6 of the RFQ requires the proposer to include “Five (5) verifiable references for work of a similar nature completed in the last ten (10) years.” and states “This can be accomplished in the Standard Form 330.” Please clarify whether references should be a standalone section of the proposal or should only be included as part of the SF 330 Section F: Projects.
Response: Standalone section not required.
Question: Is a separate OSBD Schedule 2 form required for each discipline the firm intends to subcontract?
Response: No. List all intended trades to be used under one (1) OSBD Schedule 2.
