About this opportunity

Riverside Transit Agency is requesting bids on air compressor preventative maintenance services at three California locations (Riverside and Hemet facilities) under IFB M26127, with bids due October 13, 2026 at 2:00 p.m. Pacific Time. This is a prevailing wage project subject to California Labor Code requirements, and bidders must maintain active California Department of Industrial Relations registration at bid submittal — a core eligibility gate.

The scope includes quarterly standard maintenance visits (filter replacement, oil servicing, equipment inspection, and testing) and annual maintenance visits (oil drains and belt replacement) at facilities located at 1825 Third Street in Riverside, 700 Scaramella Circle in Hemet, and 3750 Wentworth Drive in Hemet. A third facility expansion in Hemet is anticipated to be completed by spring 2027. Bidders must possess a minimum of five years of relevant experience in similar work performed within the last three years. All parts, oils, labor, materials, supplies, and utilities are the contractor's responsibility; RTA furnishes only a 55-gallon drum for hazardous waste disposal. Pricing must be inclusive of all direct and indirect costs, labor, materials, supplies, utilities, insurance, applicable taxes, and all other services necessary to perform the work. State and local sales tax of 8.75 percent applies to material and equipment costs but not labor. RTA is exempt from federal excise and transportation taxes, which must not be included in the bid price.

The contract term consists of a three-year base period (December 1, 2026, through November 30, 2029) with two one-year option periods through November 30, 2031, exercisable at RTA's sole discretion. Award will be made on a firm-fixed-price basis to the lowest responsive and responsible bidder, anticipated within 120 calendar days of bid opening. Bid prices must remain firm for 120 calendar days after the bid closing date.

Required insurance includes Commercial General Liability of $2,000,000 per occurrence, Automobile Liability of $1,000,000, and Workers' Compensation with statutory limits. A bid bond equal to 10 percent of the total bid amount is required; performance and payment bonds at 100 percent of the contract amount are due within 14 days of award.

A virtual pre-bid conference is scheduled for September 22, 2026, at 10:00 a.m. Pacific Time. Questions are due September 29, 2026, before 5:00 p.m. Pacific Time, with RTA responses due by October 6, 2026. Sealed electronic bids are submitted via the PlanetBids vendor portal.
