About this file

This is a bid form for the Riverside Transit Agency (RTA) soliciting air compressor preventative maintenance services at three California locations: 1825 Third Street in Riverside, 700 Scaramella Circle in Hemet, and 3750 Wentworth Drive in Hemet. The contract includes a three-year base term beginning December 1, 2026, followed by two optional one-year renewal periods through November 30, 2031. Services consist of quarterly standard maintenance visits and annual maintenance visits at each location, with quantities ranging from 1 to 3 quarterly visits per location per year depending on the site and service type. Bidders are required to provide unit pricing and extended pricing for all line items across each contract year, with pricing inclusive of all direct and indirect costs, labor, materials, supplies, utilities, insurance, applicable taxes, and all other services necessary to perform the work.

The bid form requires submission of a bid security in the form of a cashier's check, certified check, or bid bond in an amount not less than ten percent of the total bid amount. Bids must remain firm for 120 calendar days after the bid closing date. The bid amount submitted must match the total lump sum bid amount entered in PlanetBids and will be subject to verification by RTA. Additionally, bidders must provide rates for additional work including straight-time and overtime hourly rates as well as parts markup percentages for each contract year. RTA is exempt from federal excise and transportation taxes, which must not be included in the bid price; however, state and local sales tax of 8.75 percent applies to material and equipment costs but not labor costs.

THE CONTRACT PRICE (NOT APPLIED TO LABOR COSTS).]

The BID AMOUNT/TOTAL PRICE above must match the Total Lump Sum Bid Amount on the PlanetBids Line Items Tab. The BID AMOUNT/TOTAL PRICE shall be inclusive of all direct and indirect costs, profits, overhead, furnishing of all labor, including but not limited to full-time competent supervision, materials, supplies, utilities, and services, delivery, receiving, handling, storage, insurance, applicable taxes, and all other services and expenses necessary to perform the work.

(EA) Each (LS) Lump Sum (SF) Square Foot (TON) Ton (QTR) Quarter

In the case of a mathematical error in the individual bid item in the EXTENDED PRICE column, or a mathematical error in the sum of the individual bid items in the EXTENDED PRICE column, or a mathematical error in the sum of the individual year totals in the EXTENDED PRICE column, or a mathematical error in the BID AMOUNT/TOTAL PRICE in the EXTENDED PRICE column, entered by BIDDER, these amounts shall be corrected by RIVERSIDE TRANSIT AGENCY (RTA) and that final corrected BID AMOUNT/TOTAL PRICE in the EXTENDED PRICE column shall be the BID AMOUNT/TOTAL PRICE for the purposes of bid evaluation.

Where there is a discrepancy between UNIT PRICE and the EXTENDED PRICE, the UNIT PRICE prevails, except:

• If the UNIT PRICE is illegible, omitted, or the same as the EXTENDED PRICE, then the EXTENDED PRICE prevails, and the UNIT PRICE is the quotient of the EXTENDED PRICE and the quantity.

• If a decimal error is apparent in the product of the UNIT PRICE and the quantity, RTA shall use either UNIT PRICE or EXTENDED PRICE based on the closest percentage to the UNIT PRICE or EXTENDED PRICE to RTA’S project estimate.

If the UNIT PRICE, EXTENDED PRICE, or BID AMOUNT/TOTAL PRICE are illegible or omitted, the bid may be deemed to be nonresponsive.

If the UNIT PRICE for a lump-sum item is entered, and it differs from the BID AMOUNT/TOTAL PRICE, the BID AMOUNT/TOTAL PRICE shall prevail.

RTA shall correct these discrepancies accordingly, and the corrected BID AMOUNT/TOTAL PRICE determined by RTA shall be final.
