About this opportunity

The State Fiscal Accountability Authority is requesting proposals for an AI-powered procurement card continuous monitoring and oversight platform to audit 100% of state procurement card transactions for South Carolina state agencies and institutions of higher education, with proposals due July 29, 2026 and a non-mandatory pre-proposal conference on July 10.

The platform must identify anomalous and non-compliant spending patterns in near real-time across approximately 45,000 transactions monthly from 8,000 cardholders across 118 accounts. The initial contract term is a pilot program lasting four procurement card cycles covering approximately 2,000 cardholders at three state entities. Upon successful pilot completion, the State may renew the contract for two additional three-year renewal options, with a maximum contract length of six years and four months.

Offerors must register as state vendors prior to submission and obtain insurance coverage including general liability, cyber liability, and professional errors and omissions insurance with limits of $5 million per occurrence and $10 million aggregate. Offerors must also submit a completed Service Provider Security Assessment Questionnaire.

Evaluation occurs in two phases: Phase I assesses the proposed approach (60 points) and experience and past performance (20 points); Phase II evaluates value (20 points) only for offerors with a mathematical chance of highest ranking. The solicitation does not specify fixed pricing but requires detailed cost proposals evaluated on value, reasonableness, and affordability. Award will be made to one responsive and responsible offeror whose offer is deemed most advantageous to the State.

Questions are due July 13, 2026 at 11:00 a.m. EST. Award notification is scheduled for August 20, 2026. Offers improperly modified or containing conditions inconsistent with material requirements will be deemed nonresponsive and rejected without consideration.
