About this file
This is Amendment 1 to a Request for Proposal issued by the South Carolina State Fiscal Authority (SFAA), Division of Procurement Services, for AI-powered procurement card auditing services. The solicitation seeks proposals for a continuous monitoring and oversight platform designed to audit state procurement card transactions across South Carolina state agencies and institutions of higher education. The platform must identify anomalous and non-compliant spending patterns in near real-time, processing approximately 45,000 transactions monthly from 8,000 cardholders across 118 accounts. A non-mandatory pre-proposal web conference is scheduled for July 10, 2026 at 10:00 a.m. EST. Sealed proposals must be submitted online by July 29, 2026 at 11:00 a.m. EST, with questions due by July 13, 2026 at 11:00 a.m. EST. Award notification is scheduled for August 20, 2026. The initial contract term consists of a pilot program covering four procurement card cycles with approximately 2,000 cardholders at three state entities. Upon successful pilot completion, the State may exercise two additional three-year renewal options, resulting in a maximum contract length of six years and four months. Amendment 1 modifies the question deadline from 7/13/2026 at 11:00 a.m. EST to 7/14/2026 at 8:00 a.m. EST.
Offerors must register as state vendors prior to submission and maintain insurance coverage including general liability, cyber liability, and professional errors and omissions insurance with minimum limits of $5 million per occurrence and $10 million aggregate. All offerors must submit a completed Service Provider Security Assessment Questionnaire. Evaluation occurs in two phases: Phase I awards 60 points for the proposed approach and 20 points for experience and past performance; Phase II evaluates value (20 points) for only those offerors with a mathematical chance of achieving the highest ranking. The solicitation does not specify fixed pricing but requires detailed cost proposals evaluated on value, reasonableness, and affordability. Award will be made to the single responsive and responsible offeror whose offer is deemed most advantageous to the State. Offers must remain open for a minimum of 180 calendar days after the opening date, and offerors must acknowledge receipt of this amendment either by signing and returning it, identifying the amendment number and date on Page Two, by letter, or by submitting a bid indicating receipt of the amendment.
