About this opportunity
Harford County, Maryland Department of Procurement is requesting bids on AED maintenance, inspection, and service for 109 county-owned units across county properties under IFB No. 27-131, with bids due September 30, 2026 at 1:00 PM EST and a pre-bid meeting on August 27, 2026 at 10:00 AM EST.
The scope encompasses monthly visual inspections of all 109 units to verify expiration dates and battery life in compliance with COMAR 30.06.02.01; annual inspections including necessary updates and periodic diagnostic testing with simulated shock delivery verification using certified biomedical analyzers; post-event data retrieval and device cleaning/disinfection within 24 hours; and firmware and software updates. Service technicians must be trained to manufacturer standards and capable of servicing Stryker CR2, Stryker CR Plus, Stryker 1000, Cardiac Science Powerheart G5, and Philips models — the county will not change equipment models during the contract period. The contractor must furnish a secure, cloud-accessible digital maintenance log with 24/7 county access, with all setup, licensing, data entry, hosting, and maintenance costs incorporated into monthly service pricing rather than billed separately. Monitoring of Stop the Bleed kits and Narcan in AED cabinets is also required.
The contract runs December 1, 2026 through November 30, 2027, with the county holding exclusive options to extend for four additional one-year periods under the same terms. The county structures pricing on a not-to-exceed value, with separate line items for monthly inspections (1,308 units annually) and annual inspections (109 units), plus an emergency/on-call rate for unplanned services. All pricing must remain firm for the first contract year; renewal-term escalation requests are capped at the lesser of Consumer Price Index or 3 percent maximum.
Bidders must be prequalified with Harford County and registered to do business in Maryland. Commercial General Liability ($1 million per occurrence), Commercial Auto Liability ($1 million), statutory Workers' Compensation, and Commercial Umbrella ($1 million) insurance are required, with Harford County named as additional insured. A 5 percent bid deposit is due with the proposal. Questions close September 10, 2026 at 1:00 PM EST. Award goes to the lowest responsive and responsible bidder.
