About this file
This is an addendum to Invitation for Bids No. 27-131 issued by a Maryland county for AED maintenance, inspection, and services covering approximately 78 AED units currently deployed on county properties. The solicitation encompasses monthly visual inspections to verify expiration dates and battery life in compliance with COMAR 30.06.02.01 regulations, as well as annual inspections that include necessary updates and periodic diagnostic testing with simulated shock delivery verification using certified biomedical analyzers as recommended by manufacturers. Service technicians must be trained to manufacturer standards and capable of servicing AED models from Stryker, Philips, and Cardiac Science. The county requires a secure, cloud-accessible digital maintenance log with 24/7 county access, with all associated setup, licensing, data entry, hosting, and maintenance costs included in the service pricing.
The contract pricing structure includes separate line items for monthly inspections and annual inspections, with all portal and digital compliance management costs incorporated into the monthly service price rather than billed separately. The estimated not-to-exceed contract value equals the total bid price plus approximately 10% for unplanned repairs and parts replacements. Replacement parts will be purchased on an as-needed basis within the not-to-exceed contract value. Upon renewal of any contract term, the awarded vendor may request price increases following Consumer Price Index (CPI) rates applicable to the month in which the request is submitted, as outlined in section 3.2 of the solicitation. This addendum, posted September 11, 2026, provides clarifications to eight substantive questions submitted by prospective bidders regarding inspection scope, pricing methodology, technician qualifications, and diagnostic testing requirements.

INVITATION FOR BIDS
NO. 27-131
AED MAINTENANCE, INSPECTION AND SERVICES
ADDENDUM NO. 2
September 11, 2026
Ladies and Gentlemen:
The purpose of this addendum is to provide clarification(s) to all prospective bidders.
The following questions were posted prior to the due date and time.
Question #1: Could you please further clarify the answers to question 3 regarding an itemized price list for replacement parts?
Answer #1: The solicitation is for the monthly and annual inspections of the units. If replacement parts are needed, they will be purchased a-la-carte as needed. The not to exceed value of the contract will allow for parts as needed.
Question #2: If the bid is written as Year 1 pricing, how should we account for price increases in future years if the contract is renewed?
Answer #2: There is language in the solicitation regarding price increases / escalation. Each contract term renewal, the awarded vendor can request a price increase following the CPI rates for the month that the request is requested. Please see section 3.2 of the solicitation.
Question #3: The second line item in the bid table is listed as "Annual Inspection". What work does this include and how does it differ from the "Monthly Inspection" line item?
Answer #3: Monthly inspection includes checking expiration dates and battery life. Annual Inspection would include updates as necessary.
Question #4: Section 2.4 requires “periodic diagnostic testing, including simulated shock delivery verification via a certified biomedical analyzer where required.” Please define the required testing frequency and identify which AED models require simulated shock testing.
Please also clarify whether “where required” means required by the AED manufacturer, the County, or another applicable standard, and what qualification or certification is required for the biomedical analyzer.
Answer #4: Based on the manufacturers’ recommendation for the model that is being inspected.
Question #5: Section 2.5 requires a secure, cloud-accessible digital maintenance log with 24/7 County access; however, the Bid Form does not contain a separate line item for this service.
Should bidders include all portal setup, licensing, data entry, hosting, maintenance, and County user access costs within the monthly inspection/maintenance price, or will the County add a separate pricing line for the digital compliance-management platform?
Answer #5: This should be included in the service.
Question #6: Section 2.8 requires service technicians to be “trained by the manufacturer.”
Because Exhibit A includes AEDs manufactured by Stryker, Philips, and Cardiac Science, please clarify whether the County requires each field technician to possess formal training documentation from all three manufacturers. Will documented experience, manufacturer product training, and compliance with each device’s operating and maintenance instructions satisfy this requirement for routine inspections and consumable replacement, provided that any internal repairs are referred to an authorized manufacturer service facility?
Answer #6: They should be able to validate that they are trained to manufacture standards to service the current models.
Question #7: Please identify the specific manufacturer-issued certification or training credential the County will accept for each AED model.
Answer #7: They should be able to validate that they are trained to manufacture standards to service the current models.
Question #8: What will the value be of the "not-to-exceed contract for these items?
Answer #8: The estimated not-to-exceed value of the contract will be total bid price plus about 10% for any unplanned repairs and parts replacements.
Question #9: The way I interpret this is that the solicitation will be strictly for monthly and annual inspections of the units? Also, may I ask why you are requiring monthly inspections? The reason I ask this, is that there are typically not any issues with AED's until they start to chirp or beep. Our technicians cover all 50 states, and AED Service America has a 100% deployment of being on-site within 48 hours, typically within four hours, to address the issue.
Answer #9: It is the requirement of the County to have all AED, Narcan and Stop the Bleed units visually inspected once a month. This is a COMAR regulation that the AED coordinator ensures that monthly safety inspections of all supplemental and AED equipment, including assurance of adequate battery charge, per the manufacturer’s guidelines are conducted and maintain written logs of the inspections. COMAR 30.06.02.01
Sincerely, Karen Post NIGP-CPP, CPPB, CPPO, CMPA Procurement Agent III
