About this opportunity
Parkrose School District No. 3 is soliciting Statements of Qualifications for professional A&E services on geothermal ground-source heat pump conversions and energy resilience designs at Russell and Shaver Elementary Schools under qualifications-based selection (ORS 279C.110), with SOQs due August 20, 2026 and a mandatory site walk on July 21, 2026 at 10:00 AM. This PCEF-funded project carries mandatory equity and workforce requirements: a minimum 30% utilization of COBIO-certified Disadvantaged Business Enterprises, Minority-Owned, Woman-Owned, Emerging Small, and Service-Disabled Veteran-Owned businesses, with a 20% sub-goal for MBE, WBE, and DBE firms, plus 25% of professional services to COBID-certified firms. Workforce targets mandate apprentices at 20% of hours by trade (30% apprentice hours by people of color, 15% by women) and 25% of journey-level hours by people of color and 10% by women. All workers must be paid at least 180% of federal minimum wage, and BOLI prevailing wage applies to construction exceeding $350,000 at single sites.
The scope encompasses design services for two elementary schools (2700 NE 127th Ave and 3701 NE 131st Place, Portland) for geothermal conversions and energy resilience systems, with target substantial completion by Summer 2027 via CM/GC delivery. The Maximum Allowable Construction Cost ceiling is $7.5 million. Total available PCEF grant funding is $8,422,807 covering design, permitting, construction, and commissioning.
Evaluation uses 100 points across four criteria: Specialized Firm and Key Personnel Experience (35 points), Project Approach and Design-to-Ceiling Strategy (25 points), Equity and PCEF Strategy (20 points), and Resilience, Commissioning, and CM/GC Coordination (20 points). The District will negotiate with the highest-ranked firm. Questions are due August 4, 2026. The selected Consultant must carry Professional Liability/Errors & Omissions of $2 million per claim / $4 million aggregate and Commercial General Liability of $1 million per occurrence / $2 million aggregate. Preliminary feasibility studies by Interface Engineering and Arrow Drilling are available as reference documents; those firms are eligible to propose without evaluation preference. Addendum 1 was posted July 8, 2026.
