About this opportunity
The Texas A&M University System Office of Facilities Planning & Construction is requesting qualifications for architect/engineer services for the Ballistic Aero-Optics and Materials Range Phase 2 expansion at RELLIS Campus in Bryan, Texas, with statements of qualifications due September 1, 2026 at 2:00 p.m. Central Time.
The scope involves design of an expansion to an existing ballistics testing facility completed in 2024. The expansion extends aero-optics testing capability beyond 1,000 meters and hypersonic testing capability beyond 500 meters, with the recovery tube doubled from 305 meters to approximately 610 meters. The design must accommodate construction of a new Tail Building at the south end of the expanded range to house the relocated Laser Firing Tank and recovery tube sections, plus at least two additional test buildings aligned with standardized 14.6-meter range tube sections spaced approximately 300 feet apart. The A/E firm must demonstrate experience with advanced ballistics testing facility design, hypersonic and aero-optics infrastructure, and large-scale range operations.
The project planning amount is $70.605 million, with an Amount Available for Construction Contract of $17.129803 million; the remainder is allocated to design fees, furnishings, other work, miscellaneous expenses, and contingencies. Responses must include a completed State of Texas Subcontracting Plan form. The Owner may select the top three or more ranked respondents for interviews. All submissions and addenda must be accessed and submitted through e-Builder using the provided secure link. Questions should be directed to Jeff Herring at the Office of Facilities Planning & Construction.
