About this file

This is a Request for Qualifications (RFQ) information sheet issued by The Texas A&M University System Office of Facilities Planning & Construction on behalf of the Board of Regents for the Ballistic Aero-Optics and Materials Range Phase 2 project at RELLIS Campus in Bryan, Texas. The Owner seeks an Architect/Engineer (A/E) firm to design the expansion of an existing ballistics testing facility completed in 2024. The expansion will extend aero-optics testing capability beyond 1,000 meters and hypersonic testing capability beyond 500 meters, with a recovery tube doubled from 305 meters to approximately 610 meters. The project includes construction of a new Tail Building at the south end of the expanded range to house the relocated Laser Firing Tank and recovery tube sections, along with at least two additional test buildings aligned with standardized 14.6-meter range tube sections spaced approximately 300 feet apart. The submission deadline for statements of qualifications is 2:00 p.m. Central Time on Tuesday, September 1, 2026, with responses submitted through e-Builder. The Owner may select the top three or more ranked respondents for interviews. Questions should be directed to Jeff Herring at the Office of Facilities Planning & Construction.

The project planning amount is $70,605,000, which includes an Amount Available for Construction Contract (AACC) of $17,129,803, with the remaining balance allocated to fees, furnishings, other work, miscellaneous expenses, and contingencies. Respondents are required to complete a State of Texas Subcontracting Plan (SP) form, with guidance and tutorial resources available through the Office of Procurement & Business Services. All RFQ documents must be accessed and submitted through e-Builder using the provided secure link, and all addendums will be posted on this platform rather than externally. Vendors are encouraged to review the SP form completion tutorial to ensure accuracy before submission.

RFQ-01-3489 – Request for Qualifications Ballistic Aero-Optics and Materials Range Phase 2

The Texas A&M System RELLIS Campus – Bryan, Texas

The Texas A&M University System Office of Facilities Planning & Construction (FP&C), on behalf of the Board of Regents of The Texas A&M University System (Owner) and The Texas A&M System RELLIS Campus, is soliciting statements of qualifications for selection of an Architect/Engineer (A/E) firm for the Ballistic Aero-Optics and Materials Range Phase 2 at RELLIS Campus project (#01-3489) located in Bryan, Texas in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ).

This project is an expansion of the Ballistic Aero-Optics and Materials Range that was completed in 2024 on the RELLIS campus.

This facility provides the ability to test the following:

1) Ballistics Testing of Projectiles (Prototype-Test Articles) and Materials

2) Hypersonic Testing of Projectiles (currently 240m controlled/guided flight + 305m of deceleration tube, as measured from the end of the two-stage light-gas gun barrel at north end of the range to the end of guided rail system mid-range)

3) Aero-optics Testing (currently over 400m, measured from origin at south end of the range to target area at north end of the range)

To achieve more capability, it is desired for the range to extend its aero-optics capability beyond 1000m (1km) and its hypersonic capability beyond 500m with a recovery (deceleration) tube doubled from its current length of 305m to approximately 610m.

With the expansion of the range from its current configuration, a new "Tail Building" will be required at the south end of the expanded range. This building will house the relocated Laser Firing Tank as well as house the final sections of the recovery/deceleration tube. The current Tail Building will remain, serving as a storage and test building mid-range. Designed with standardized component lengths that include 14.6m long range tube sections with expansion and test sections spaced roughly 300' apart, the new expanded range will include at least two additional test buildings (aligned with test sections).

The planning amount for the project is $70,605,000, which includes an Amount Available for Construction Contract (AACC) of $17,129,803. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning Amount.

This RFQ is the first step in the process for selecting a firm. The RFQ provides the information necessary to prepare and submit Qualifications for consideration by the Owner. The Owner may select the top three (3) or more of the top ranked qualified respondents to present their qualifications during an interview.
