About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet on behalf of KY Venues (Kentucky State Fair Board, KY Exposition Center, and KY International Convention Center) is soliciting bids for Advanced Life Support Ambulance Services under Request for Bid 758 2000000375. The procurement seeks to establish a master agreement contract to provide ambulance services to Kentucky state agencies as needed, with initial services estimated at approximately 400 hours annually at the Kentucky Exposition Center and Kentucky International Convention Center in Louisville. Each ambulance unit must be staffed with one certified Paramedic and one certified Emergency Medical Technician and be fully equipped for emergency transport to local hospitals, with services required for events including the Kentucky State Fair (approximately 180 hours over an 11-day period), the North American International Livestock Exposition, National Farm Machinery Show, and other events as determined by the Commonwealth. The successful contractor must submit all required documentation within 30 days of contract award, including personnel certifications and proof of liability insurance naming the KSFB as additional insured, and must maintain dedicated ambulance units exclusively for KSFB use with radio communications equipment and a backup ambulance available at no charge when transporting patients off-site. Evaluation will utilize a best value ranking approach based on 1,000 total points: 700 points for price (lowest bid receives maximum score), 100 points for availability of at least four Certified Emergency Technicians, 100 points for at least four Paramedics, and 100 points for at least three Ambulances, with all minimum requirements mandatory for bid responsiveness. Written questions must be submitted by January 13, 2020, with bids due by January 21, 2020, at 1:30 PM ET, submitted in person to the Finance Office of Procurement Services, Bid Clerk, located at 702 Capitol Ave, Capitol Annex Room 095, Frankfort, Kentucky 40601. The initial contract period is one year from the date of award with an option to extend for four additional one-year periods subject to written approval by all parties and potential renegotiation of terms and conditions.
Kentucky resident bidders may receive reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries and certain nonprofit organizations serving individuals with severe disabilities may receive preferences of 20 or 15 percent of maximum points respectively. Bidders must affirm compliance with Kentucky statutory requirements through multiple affidavits including the Annual Affidavit (Attachment B), which certifies compliance with campaign finance laws, proper tax registration and non-delinquency, and abstention from boycotts of jurisdictions with which Kentucky maintains open trade. Resident bidder status requires entities to demonstrate one year of prior compliance with Kentucky income tax filing, unemployment insurance fund payments, and active workers' compensation policy maintenance through the Resident Bidder Affidavit (Attachment C). Qualified bidder status for nonprofits under the Qualified Bidder Affidavit (Attachment D) requires organizations to further the purposes of KRS Chapter 163 or, for nonprofit agencies serving individuals with severe disabilities, to demonstrate that at least seventy-five percent of direct labor hours are performed by individuals with severe disabilities. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, with price increases prohibited during the first 12 months and subject to justification thereafter based on industry-wide changes. The solicitation documents do not disclose specific award values or budget ranges; bidders are required to submit hourly rate bids for fully staffed Advanced Life Support units with no overtime rates allowed, with billing limited to hours actually used.
