About this file

This is a Detailed Requirements document for an ambulance service contract with the Kentucky State Fair Board (KSFB). The KSFB seeks Advanced Life Support ambulance services for multiple events including the Kentucky State Fair (approximately 180 hours over an 11-day period), North American International Livestock Exposition, National Farm Machinery Show, and other events as needed. Services will be provided at two KSFB facilities: the Kentucky Exposition Center and Kentucky International Convention Center. Each ambulance unit must be staffed with one certified Paramedic and one certified Emergency Medical Technician and be fully equipped for emergency transport to local hospitals. The successful vendor must submit all required documentation within 30 days of contract award to Shawn Hensler at the KSFB, including personnel certifications and proof of liability insurance naming the KSFB as additional insured.

The KSFB will issue delivery orders as ambulance services are needed and the contractor must bill the KSFB directly at awarded prices with no individual contracting with event clients permitted. The vendor must provide radio communications equipment and a backup ambulance at no charge when transporting patients off-site, with capability to provide up to two additional ambulance units at contract unit price if requested. The contracted ambulance units must be dedicated exclusively to the KSFB with no outside activity permitted. The KSFB anticipates needing up to ten trained and certified staff members and reserves the right to remove employees from the certification list and contract with other governmental agencies for additional services. Vendors must submit an hourly rate bid for fully staffed Advanced Life Support units with no overtime rates allowed; billing will be limited to hours actually used, which are estimated and not guaranteed.
