About this opportunity

The Indiana Department of Insurance, in coordination with the Indiana Department of Administration, is issuing an RFI to gather vendor input on products, services, approaches, cost structures, and capabilities for the administration and ongoing development of the Indiana All Payer Claims Database, with responses due October 21, 2026. This is an exploratory RFI and does not constitute a solicitation or request for proposals.

IDOI seeks information on comprehensive solutions for administration, maintenance, modernization, and enhancement of the IN APCD, including secure data ingestion, public transparency improvements, analytic capacity strengthening, consumer-facing tools expansion, and ongoing compliance with legislative and regulatory requirements. Hosting must be cloud-based, strongly preferred within a state-owned cloud tenant under Indiana's enterprise agreements with Microsoft Azure or Amazon Web Services. All proposed solutions must comply with the Risk and Assurance Management Program policy based on NIST 800-53 Revision 5 standards. If vendors propose alternative hosting outside the state-owned cloud tenant, they must provide compelling justifications and independent verification of NIST 800-53 Revision 5 compliance. For state-owned cloud tenant deployments, the State retains full ownership and administrative control; vendors must provide detailed exit strategies within 120 days of contract expiration or termination and supply regular security documentation, audit logs, and vulnerability assessments. On-premises solutions must align with Indiana's Information Security Framework and meet specified service levels and reporting requirements.

Respondents must submit questions using the provided Q&A template by the RFI deadline. Response submissions must follow the standardized Response Template format provided. The RFI includes Technical Proposal Questions guidance that establishes expectations for demonstrating AI methodologies, system architectures, implementation approaches, and prior experience with similar projects.
