About this opportunity

The West Virginia Division of Natural Resources is requesting quotes for herbicide application services and chemical supplies across Districts 1, 3, and 6 under ARFQ DNR27_04, with bids due October 8, 2026 at 1:30 p.m. ET. Addendum No. 02, posted September 28, moves the bid opening to October 8 (originally September 22). Vendors must hold a valid West Virginia Commercial Applicators License and acknowledge receipt of all addenda or face bid disqualification.

The scope comprises 1,200 labor hours of herbicide application services—100 hours per method per district across foliar treatment (truck or UTV-mounted sprayers), foliar treatment (backpack sprayers), hack-and-squirt treatment (pre- and post-harvest), and basal spray treatment—plus thirteen chemical products including glyphosate (150 gallons at 41% active ingredient), triclopyr, metsulfuron methyl, 2,4-D, Garlon 3A and 4 Ultra, Arsenal AC, Plateau, Post, non-ionic surfactant, Oust, Rodeo aquatic glyphosate, and dye/colorant, with quantities ranging from 9 to 30 gallons each. Work is performed at jobsites in Farmington (District 1), French Creek (District 3), and Parkersburg (District 6), with chemicals shipped to agency locations as specified by order. Vendors are responsible for all mileage and travel costs, incorporated into bid pricing.

This is an open-end Agency Master Agreement with no fixed expiration date; the agency issues delivery orders as needed. Award will be made to the vendor submitting the lowest total cost meeting all mandatory specifications. Vendors must submit unit prices (hourly rates for labor, per-gallon rates for chemicals) electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov. Mandatory insurance includes $1 million general liability and $500,000 workers' compensation. Vendors must maintain sufficient inventory and provide quarterly and annual reporting. The technical question deadline was September 15, 2026. James H. Adkins, (304) 558-3397 or jamie.h.adkins@wv.gov, is the contracting officer.
