About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Office of Technology, is requesting quotations for LEO satellite internet services under CRFQ 0231 OOT2700000007, with bids due October 22, 2026 at 1:30 p.m. Addendum No. 4, posted October 16, 2026, publishes vendor questions and agency responses with no other substantive changes to the solicitation.
The procurement is structured as a Central Master Agreement for a single lump sum LEO internet service contract. The scope encompasses fixed LEO services (100/25 Mbps, unlimited data, no routine throttling) for 12,000 monthly service instances with 500 equipment kits and professional installations; mobile services (50/25 Mbps) for 6,000 monthly service instances with 300 mobile equipment kits; optional static IPv4 WAN addresses (300 site/month instances); demarc extensions beyond 50 feet (10,000 linear feet); five hardware mounting options (vehicle, window, tripod, and pole mounts at 300 units each); 24/7/365 technical support; and replacement hardware (100 units). All estimated quantities are for evaluation purposes only; the state makes no commitment to purchase specific volumes.
Vendors must complete Exhibit A Pricing page in its entirety, entering unit prices for every contract line item. Any unit price of $0.00 is interpreted as the vendor offering that item at no cost for the entire contract term, including all renewal years. Failure to price all items may result in disqualification.
The vendor questions deadline was September 21, 2026 at 3:00 p.m. Bids submit to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305. Invoicing and shipping direct to the WV Office of Technology, Building 5, 10th Floor, 1900 Kanawha Boulevard East, Charleston, West Virginia. Contact: Toby L. Welch, (304) 558-8802 or toby.l.welch@wv.gov. The solicitation includes Addenda No. 1, 2, and 3; Addendum No. 2 originally moved the bid opening from October 8 to October 15, 2026, and Addendum No. 3 extended it to October 22, 2026.
