About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Office of Technology, issued Addendum No. 1 to a Centralized Request for Quote (CRFQ) for temporary technical staffing services on September 14, 2026, with quotes due September 23, 2026. The original solicitation closed September 15, 2026; the addendum modifies the original terms and bidders must acknowledge receipt as part of their submission.
The scope covers thirteen distinct technical positions: Senior Web Application Analyst, CRM Application Analyst, Senior SQL Server Database Administrator, Business Analyst, Learning Management System & eLearning Development Specialist, Cloud Financial Operations Specialist, Cloud Architect, Cloud Security Professional, Cloud Platform Engineer, Cloud Network Engineer, Cloud Systems Management Engineer, Cloud Center of Excellence Implementation Specialist, and Mainframe Systems Programmer. Each position is estimated at 2,080 hours annually for evaluation purposes only; actual usage is not guaranteed and may vary. Vendors must provide unit pricing on an hourly basis for each staffing position.
All deliverables and services are invoiced to and performed at the West Virginia Office of Technology, Building 5, 10th Floor, 1900 Kanawha Boulevard East, Charleston, West Virginia. This is an open-end master agreement structure allowing the state to call off services as needed without predetermined volume commitments.
Vendors must demonstrate relevant experience providing temporary technical staffing to government entities and capability to rapidly deploy qualified personnel. The West Virginia Department of Administration Purchasing Division expects competitive pricing based on hourly or daily rates keyed to skill level and position classification. The solicitation includes standard set-aside provisions for minority-owned, women-owned, or disadvantaged business enterprises as required by West Virginia procurement regulations.
Questions were due September 4, 2026 (already passed). Inquiries should be directed to Toby L. Welch, buyer, at (304) 558-8802 or toby.l.welch@wv.gov. Bids are directed to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305.
