About this opportunity

The West Virginia Department of Transportation, Division of Highways is requesting quotes on an open-end, master-agreement contract for statewide tree and arborist services under ARFQ 0803 DOT2700000006, with bids due August 6, 2026 at 10:30 a.m. EST and technical questions due July 29 at 10:00 a.m. EST. Addendum 01, posted July 30, attaches vendor Q&A responses clarifying contract terms and performance requirements.

The scope spans 119 line items organized into traffic control services (pilot trucks, flaggers, devices, arrow boards); labor categories (crew foreman/climber specialists, equipment operators, general laborers); specialized equipment including articulating aerial devices, aerial bucket trucks, excavators (mini, standard, large, long reach), Jarraff units, knuckle boom cranes with grapple saws, spider lifts, tracked feller bunchers, chippers, grinders, mulchers, stump grinders, and skid steer attachments; trailers (chip vans, chip trailers with lift trucks, gooseneck dump trailers); and debris disposal. All work must comply with ANSI Z133-2026 standards and OSHA requirements. Vendors are required to be registered with the West Virginia State Purchasing Division and maintain commercial general liability insurance of $1,000,000 per occurrence plus workers' compensation coverage as required by law.

The contract is statewide across ten districts and fifty-five West Virginia counties. Vendors may submit separate pricing pages if costs vary by district, county, or source location and must designate physical 911 addresses for each source location. This is a multi-vendor award vehicle where pricing will be established for future task orders on an as-needed basis, with no estimated quantities or not-to-exceed ceiling specified. The contract term is one year with three one-year renewal options at mutual written consent. All pricing submitted must remain firm for 90 days after bid opening. Emergency work orders designated by the District Engineer are compensated at 1.5 times the bid price with a six-hour response requirement. Bids must be submitted via OASIS upload, hand delivery, hard copy mail, or fax to 304-558-0047. Contact Jeromie F. Lanham at 304-720-7383 or jeromie.f.lanham@wv.gov for procurement inquiries.
