About this opportunity
The Texas Military Department is requesting bids on aircraft fuel storage and dispensing system replacement at Austin-Bergstrom International Airport (ABIA) under IFB TMD26-CFMO-0044133, with bids due August 12, 2026, and two mandatory pre-bid site visits on July 17. Contractors must make good faith efforts to utilize VetHUB (Veteran Heroes United in Business) subcontractors per an approved HUB Subcontracting Plan, and comply with Texas prevailing wage requirements.
The scope involves removal of two existing 10,000-gallon Convault above-ground storage tanks and installation of two new 15,000-gallon above-ground fuel storage tanks with associated stainless steel welded piping, electrical infrastructure, and a new offload and filtration unit (300 GPM self-priming centrifugal pump, API 1581 vertical filter/separator, 3-inch positive displacement meter, and 55-gallon stainless steel drain/relief tank). Work includes site preparation, fuel line markings per MIL-STD-161H and MIL-STD-101C, as-built drawings, startup, testing, and manufacturer manuals. Contractors must demonstrate multiple years of experience in commercial aviation fuel storage facility construction and perform work weekdays 7:30 a.m. to 5:30 p.m., with weekend work available as approved.
The contract term is one year from Notice to Proceed with no optional renewal periods. Award will be made to the lowest-priced responsive and responsible bidder on a firm fixed-price lump-sum basis. A 5% retainage will be withheld pending acceptance and warranty documentation. Contractors must supply all labor, tools, equipment, materials, permits, and bonds. Performance bonds are required for contracts exceeding $100,000; payment bonds for contracts exceeding $25,000. Insurance includes general liability, workers' compensation, and professional liability from "A" or better-rated carriers, with TMD named as additional insured.
Written questions are due July 23, 2026. Responses are due to Clarissa Campos at TMD, 2200 West 35th Street, Building 37, Austin, TX 78703, by 11:00 a.m. on August 12. All personnel require criminal background checks. Respondents must provide references from three similar projects completed within the past two years and demonstrate financial capability via Dun & Bradstreet or Fitch Ratings report.
