About this file
This is a pricing schedule document for a fuel storage repair project at Austin-Bergstrom International Airport (ABIA) under Texas contract TMD26-CFMO-0044133. The project encompasses the complete removal and replacement of existing fuel storage infrastructure and the installation of a new operational fuel storage and dispensing system. The scope of work includes seven primary deliverables: removal and disposal of existing fuel storage tanks, piping, pumps, filters, valves, and associated equipment; furnishing and installation of two 15,000-gallon above-ground fuel storage tanks with appurtenances; installation of a new stainless steel welded fuel piping system; installation of a new fuel offload and filtration system with pumps, separators, strainers, controls, and meters; installation of a dispensing system with hoses, nozzles, valves, and controls; electrical work including EFSO system, lightning protection, and lighting repairs; and documentation, as-built drawings, startup, training, final testing, and closeout activities. All items are bid on a lump-sum basis with a quantity of one per line item.
The bidder must provide all labor, materials, equipment, supervision, permits, testing, startup, commissioning, bonds, insurance, overhead, profit, and incidentals to deliver a complete and operational project. The total base bid is identified as "not to exceed" with the contractor estimating project completion within a specified number of calendar days following the Notice to Proceed. Award will be determined by the most responsive and responsible bidder at the lowest price based on the base bid and all options, with Texas Department of Mobility applying best value criteria as directed by Texas Government Code 2155.074. The document notes that award is contingent upon the availability of state and/or federal funding, and TMD reserves the right to award all, none, or any sequence of bid alternates based on funding availability. Bidders are required to provide pricing amount assumptions for each deliverable in a separate assumptions table.
