About this file
This Scope of Work document, issued by the Texas Military Department (TMD) under contract number TMD26-CFMO-0044133, outlines the replacement and upgrade of the aviation fuel storage and dispensing system at the Army Aviation Support Facility (AASF) located at 5102 Emma Browning Avenue, Austin, Texas. The project involves the demolition and removal of two existing 10,000-gallon Convault above-ground storage tanks (AST Facility IDs 10006 and 10007) and replacement with two new 15,000-gallon above-ground fuel storage tanks. The scope includes comprehensive plumbing, electrical, and infrastructure upgrades, specifically the installation of a new offload and filtration unit with a 300 GPM self-priming centrifugal pump, 300 GPM API 1581 vertical filter/separator, 3-inch positive displacement meter, diaphragm-type control valve, and a 55-gallon stainless steel drain/relief tank. Additional work encompasses installation of stainless steel welded piping, stairs, catwalk, proper fuel line markings per military standards, and all necessary site preparation. The project is characterized as "Not to Exceed" and "Turn Key," with all items, labor, tools, equipment, and transportation supplied by the contractor. Work shall be performed between 7:30 a.m. and 5:30 p.m. on weekdays with weekend work available as approved, minimizing interruption to active aviation operations.
The awarded contractor must demonstrate multiple years of experience in commercial aviation fuel storage facility construction and shall be responsible for all applicable licenses, insurance, permits, supervision, cleanup, and disposal. Upon project completion, the contractor must provide as-built drawings, warranty information, and manufacturer's operating and repair manuals. The existing facility requires replacement due to undersized tanks inadequate for disaster relief and emergency response operations, cracked concrete tanks allowing water infiltration into the interstitial space (documented as environmental compliance findings), and deteriorated plumbing, filtration, and pump systems with carbon steel threaded connections that complicate maintenance. The new configuration will enable recirculation and filtering of fuel in bulk storage tanks, improving operational efficiency and eliminating the current requirement for HEMTT Fuel Trucks to perform these functions.

Scope of Work (SOW)
Bulk Aviation Fuel Storage Facility Tank Replacement and Dispensing System Upgrade
ABIA- ARMY AVIATION SUPPORT FACILITY (AASF)
5102 Emma Browning, Ave Building 9540
Austin, Texas 78719
Justification:
ABIA Army Aviation Support Facility 2ea x 10,000 Gallon Aircraft Fuel Storage Tanks (FAC#/ID 10006/10007) are undersized for aircraft op-tempo during disaster relief/emergency response and training operations. Additionally, both concrete tanks are cracked, allowing water to infiltrate the interstitial space. Water intrusion is a finding during Spill Prevention, Control, and Countermeasure Plan Inspections conducted by local Environmental Compliance Personnel.
The accumulation of water in the interstitial space will eventually lead to failure of the internal tank, resulting in contamination of aviation fuel.
The existing plumbing, filtration system, and pumps are outdated and deteriorating due to age and exposure to the elements. Existing fittings are carbon steel with threaded connections.
Due to complexity of plumbing, any leak repairs require disassembly/reassembly of several components. Furthermore, the current configuration does not allow for recirculation/filtering of fuel in bulk storage tanks. Aviation fueling operations are decelerated because personnel must recirculate/filter with HEMTT Fuel Trucks.
Texas Military Department is seeking proposals to remove the existing Aviation Fuel Storage/Dispensing System and replace with new equipment at the Army Aviation Support Facility at 5102 Emma Browning Ave, Austin TX 78719
Services shall be performed with minimal interruption to ongoing operations Work shall be performed between 7:30am and 5:30pm during the week and as approved during the weekend if necessary.
The following requirements are intended to describe the general scope of the project, but in no way limit the contract with respect to the extent of work indicated in the specifications and is subject to the term and conditions of the contract.
The awarded Contractor must have multiple years in commercial aviation fuel storage facility construction
This is an active aviation operations facility. Worksite shall always remain clean and safe.
Contractor shall coordinate work area access with building operations manager to avoid conflict.
