About this opportunity
Miami-Dade County's Strategic Procurement Department is requesting qualifications and proposals for three non-exclusive Professional Services Agreements to provide architectural and engineering services for seaport cruise terminals, cargo, and marine facilities, with proposals due September 10, 2026 at 2:00 PM and a pre-submittal project briefing on August 13, 2026 at 2:00 PM.
The County intends to retain three A&E consultant teams for a five-year term at an estimated contract amount of $3 million per agreement. A 19.75% Small Business Enterprise (SBE-A/E) participation requirement applies to each agreement. Prime consultants must demonstrate experience in a minimum of five similar Florida projects performed over the past ten years with direct or substantial supervisory involvement at the Project Manager level or above, and must hold technical certifications in Port and Waterway Systems Architectural Design, Port and Waterway Systems Cruise Terminal Design, Architectural Construction Management, and ADA Title II Consultant services. Proposers must be pre-qualified and technically certified by the County prior to the proposal deadline.
The scope encompasses modifications and improvements to existing Cruise Terminals B, C, D, E, F, G, V, and J, plus operational support facilities for cargo and marine operations. Services include site investigations, surveys, geotechnical testing, design, cost estimating, construction documents, bid assistance, shop drawing review, and post-design support. All work is subject to Miami-Dade County's Sustainable Buildings Program, requiring LEED Silver certification or equivalent. The County will award the three agreements to the most qualified firms through competitive selection considering experience, qualifications, and preferences. The rotational assignment methodology will consider previous work assigned, team capabilities, schedules, location familiarity, and conflicts of interest. No minimum work or compensation is guaranteed to retained consultants.
The question deadline is August 20, 2026 at 2:00 PM. Proposals must be submitted electronically through the County's INFORMS system.
