About this file
This Addendum No. One, issued August 20, 2026, by Miami-Dade County's Strategic Procurement Department, modifies the Notice to Professional Consultant (NTPC) for Contract A26SP01: Architectural and Engineering Services for Seaport Terminals, Cargo, and Marine Facilities. The addendum clarifies that the procurement does not support, implement, or advance any net zero policy as defined in Florida Statute 377.816, nor does it provide procurement preferences based on net zero policy considerations. The modification adds specific language to Page 2 of the original NTPC to ensure compliance with applicable Florida law. Proposals are due September 10, 2026, at 2:00 PM, with a pre-submittal project briefing scheduled for August 13, 2026, at 2:00 PM. The County intends to retain three non-exclusive A/E consultant teams for a five-year term with an estimated contract value of $3 million per agreement. Prime consultants must demonstrate experience in a minimum of five similar Florida projects completed over the past ten years and maintain technical certifications in Port and Waterway Systems Architectural Design, Cruise Terminal Design, Architectural Construction Management, and ADA Title II Consultant services.
The addendum also addresses a frequently asked question regarding the availability of the official fillable PDF for the A/E Experience & Qualification/Preference/Reference Form (SPD Form No. 11). The County confirms that the revised form, dated May 27, 2026, is attached to the addendum and has been uploaded to the INFORMS system for electronic submission. Each team member, including prime consultants and sub-consultants, must submit this form with documentation of previous similar project experience, including detailed scope of services, project personnel roles, compensation amounts, construction costs, and reference contact information. The form requires firms to demonstrate how their expertise aligns with the specific experience and qualification requirements outlined in Section 1.2 of the NTPC. A 19.75% Small Business Enterprise (SBE-A/E) participation requirement applies to each agreement, and all work must comply with Miami-Dade County's Sustainable Buildings Program, requiring LEED Silver certification or equivalent.
