About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is requesting sealed bids for construction of a landfill cap at the Bishop Airport Landfill in Flint, Michigan (File No. 761/25250.SAR), with bids due July 22, 2026 at 2:00 p.m. Eastern time. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies under Public Act 91 of 2005 to eligible vendors who document service-connected disability through DD214, VA Rating Decision Letter, or NVBDC certification, and demonstrate 51% or greater business ownership by one or more such veterans.
The project scope encompasses site preparation and clearing of a 33-acre former municipal landfill (operated 1966–1975) including debris removal, excavation, grading, and construction of a multi-layer cap system (sand gas collection layer, geosynthetic clay liner, drainage layer, general fill, and topsoil with seeding). Work includes installation of gas vents, leachate and groundwater collection systems, perimeter and temporary roads, monitoring wells, temporary and permanent fencing, and 12 months of post-construction operation and maintenance for the leachate collection system. The scope comprises 25 pay items combining lump-sum mobilization and site-services elements with unit-price materials and monthly services. A $150,000 provisionary allowance covers unforeseen conditions. All contractors must maintain current OSHA 40-hour Hazardous Waste Operations and Emergency Response certification and medical surveillance; comply with OSHA, MIOSHA, EGLE, and Michigan construction code requirements; and provide State Project Registration from the Department of Labor and Economic Opportunity.
Bid security of 5% is required as certified check, cashier's check, money order, or bid bond. The mandatory pre-bid walk-through is June 9, 2026 at 10:00 a.m. ET at Flint Bishop Airport Sharp Conference Room with site tour. Questions are due June 24, 2026 at 2:00 p.m. ET to Rob Butler (rbutler@dlz.com). Addendum 1 (issued June 11) and Addendum 2 (issued July 9, including 2025 PFAS sampling data) must be acknowledged in bid submission. Electronic submission through SIGMA VSS is required with maximum two attachments under 25 MB each. The apparent low bidder must submit a list of subcontractors within two business days and a pre-award schedule within five calendar days. Bids remain open for 60 days minimum after opening.
